SHSC are looking for a preferred partner to undertake a review of their estate and subsequent implementation of more energy efficient technologies and eliminate as much of the high risk backlog maintenance as possible. All of which will be undertaken as an Energy and/or Backlog Maintenance Performance based contract where potential guarantees are required on the performance of the service, either in kilowatt hours and or cash terms and or Carbon terms.
Due to the extremely tight time-scales for implementation, SHSC requires the preferred partner to provide as much of a financial return as possible, through sustainable service delivery. The estate at SHSC is complex part of the estate may be reduced, and there is a legacy of plant which has passed its natural life. The key objectives for SHSC are to reduce operational costs, energy consumption and carbon emissions.
SHSC wish to use the competitive dialogue procedure to establish the best course of action for the trust, given the complexities in relation to the estate, the subsequent strategy and requirements and overall operational needs.
An outline of the proposed timetable is:
— Following the PQQ, to short-list a max. of 6 providers to undertake dialogue;
— Site visits to commence week commencing 24.8.2015; and,
— Initial dialogue week commencing 25.9.2015;

Bidders need to ensure availability of resources to undertake site visits and dialogue for week commencing 25.9.2015.
Bidders may need to provide guarantees over a set period of time, with the term of the agreement not exceeding the maximum of 20 years, which may look to transfer a proportion of the risk to the successful preferred partner.
Bidders should note that SHSC have engaged Electrolite Consulting Ltd, trading as Ecovate to undertake the end to end management of the procurement process and potentially the project management of the subsequent processes for and on behalf of SHSC. More details will be available in the Invitation to Dialogue.
How to Express Interest in this Tender:
a) Register your company on the eSourcing portal (this is only required once) — Browse to the eSourcing Portal: https://in-tendhost.co.uk/noecpc and click the link to register — Enter your correct business and user details — Note your username will be the email address you have entered — You will also then shortly receive an email confirmation;
b) Once registered access the site and from the Home page hover over Tenders on the tool bar and select current tenders from the drop-down options;
c) Express Interest in the Tender you are Interested In — Select ‘Express Interest’ within the Tender Details (located at the bottom of the synopsis). On doing so, you will instantly have access to the Tender Management area for that tender. Any available documentation will be available via the various relevant tabs. You can access this area at any point by logging in, navigating to ‘My Tenders’ and selecting ‘View Details’;
d) Responding to the Tender — There will be a tab allocated to any tender stage (e.g. PQQ and/or ITT). Under the ‘My Tender Return’ area, you will be required to complete any mandatory questionnaires and upload any requested documentation. You can now use the ‘Correspondence’ function to communicate with the buyer and seek any clarification (any clarifications will be found within the ‘Clarifications’ tab) — Note the deadline for completion, then follow the on-screen instructions to complete and submit your response — There may be a mixture of online and offline actions for you to perform (there is detailed online help available);
e) You must then submit your reply using the ‘Submit Response’ button at the bottom of the page.
