The objective of this competition and procurement agreement is to acquire professional, timely and as flawlessly as possible and cost-effectively the maintenance service of private tracks owned by VR for the VR Group. The content of the acquisition is described in more detail in the Annexes to the contract notice

The track maintenance service subject to competition is divided into three (3) separate subdivisions and candidates can choose to participate either in all aspects of competition or just a part of their choice. The subdivisions and their contents are described in more detail below and in the Annexes to the Procurement Notice.

The minimum suitability requirements required by the ESPD Form and under the Procurement Notice section shall apply to all candidates, regardless of whether the candidates are participating

for competition for one or more subdivisions. Only presented on the ESPD form

the turnover requirement is different depending on how many areas the candidate wants to participate.

In other respects, suitability requirements are the same for all candidates.

All candidates who meet the minimum suitability requirements required by their declaration of participation shall be selected for the negotiation procedure. As a result of the negotiation procedure, contract vendors are to be selected one per area.

The final item of acquisition is described in the final call for tender.

Maintenance includes sites Region 1, Northern Finland:

Sites, maintained tracks and gears in the area are tentatively defined in Annex 2 to the contract notice.

At the time of publication of the acquisition notice, the private tracks owned and managed by VR under VR's maintenance responsibility are the following sites in Region 1: Kemi, Tornio, Oulu, Kontiomäki and Kokkola.

The number of items to be maintained may change during the procurement procedure and during the contractual period.

Area 1 exception Pello, which is transferred to the maintenance responsibility of the Fair Way

The supplier's responsibility includes gears, tracks and level crossings.

The provisional acquisition item and list of tasks for maintenance is set out in Annex 1 to this procurement notice.

Maintenance includes sites Region 2, Eastern Finland:

Sites, maintained tracks and gears in the area are tentatively defined in Annex 2 to the contract notice.

At the time of publication of the acquisition notice, the private tracks owned and managed by VR in VR's maintenance responsibility are the following sites in District 2: Pieksämäki, Soinlahti, Varkaus, Joensuu, Iisalmi, Iisalmi industrial tracks, Hamina, Imatra, Komu, Kouvola, Kuopio, Siilinjärvi, Mikkeli and Upper rap ids.

The number of items to be maintained may change during the procurement procedure and during the contractual period.

Area 2 exceptions: Kaipiainen (with Vossloh maintenance responsibility), Kotka (with Väylä maintenance responsibility), Lappeenranta (leaving).

The supplier's responsibility includes gears, tracks and level crossings.

The maintenance includes sites Region 3, Southern and Western Finland:

Sites, maintained tracks and gears in the area are tentatively defined in Annex 2 to the contract notice.

At the time of publication of the acquisition notice, the private tracks owned and managed by VR in VR's maintenance responsibility are the following sites in District 3: Hyvinkää, Ilmala (hall tracks), Lahti, Rauma, Riihimäki, Seinäjoki, Tampere, Turku and Vammala.

The number of items to be maintained may change during the procurement procedure and during the contractual period.

Area 3 exceptions Helsinki (pslt), which is in Väylä's maintenance responsibility.

The supplier's responsibility includes gears, tracks and level crossings.
