The aim of the procurement is to ensure;
- efficient, coordinated and affordable service delivery, with high flexibility and speed
- efficient and competitive deliveries of the described functions and commitments, which correspond to the consumption and the changing needs of the municipalities over several years
- access to both high quality personal resources and content services
- overall cost control for content services and thereby a continuous focus on continuously improving price / performance ratio
- a proactive partner who, on his own initiative, continuously proposes and collaborates in measures that improve and develop the content services for Sambruk and its member municipalities, in line with both changes in the business and its needs, as well as the general development of the industry, as well as the supplier's own organization

Consumption's goal is thus a truly constructive and mutually rewarding partnership, where the content provider, in consultation, proposes, initiates and implements measures that benefit Bibblix's users - both librarians and end-users, ie children and young people.
Through the partnership, Sambruk expects to ensure that Sambruk and its member municipalities continuously benefit from technology, technology and market development during the contract period, but also the content provider's own development. The purpose is also for the partnership to develop the service towards higher financial predictability and cost efficiency.
