While waste streets have long ceased to be a novelty in many municipalities and cities, De Panne is starting to collect waste via underground systems. The DIFTAR principle is used for the residual waste containers. The residual waste offered will be weighed by the appliance.
In addition to the streets, various stand-alone underground residual waste containers will also be placed on the territory + some glass containers in the tourist zone.
The municipality intends to significantly expand the collection of household waste via underground delivery systems.
The municipality of De Panne is looking for a partner for the delivery, installation, finishing and follow-up (maintenance and repair) of underground waste streets, stand-alone underground residual waste containers and ordinary underground (glass) containers. The first year of maintenance, service, interventions and warranty are included in the price of the residual waste containers. The period of one year does not start until after provisional acceptance. After 1 year, an annual check-up / maintenance, including periodic calibration, is proposed for the next 9 years.
The normal containers only need to be serviced / checked annually.
A proposal for cleaning is made for all containers.

A waste street
• consists of five fractions: residual waste, PMD, paper / cardboard, white glass and colored glass. Only the residual waste fraction is paying;
• will also have a standard insertion opening for the container of residual waste (hatch for depositing waste bag 60 liters)
• will also have a small insertion opening for the container for PMD (rosette approx. 16.2 cm diameter)
• will also have a slot for the paper / cardboard container (approx. 40x16.2 cm)
• will also have a standard insertion opening for container white glass (rosette approx. 16.2 cm diameter with rubber protection)
• will also have a standard insertion opening for colored glass container (rosette approx. 16.2 cm diameter with rubber protection)
• has an adapted solution / content for emptying the glass containers by the collector via Fost Plus
• is neatly implanted in the environment. The broken zone (environment) is completely restored to its original state (according to standard specification 250). The municipality will indicate in which condition the repairs must be carried out.
• can be used by anyone.
• The only way second residents or tourists can legitimately dispose of their waste is if they leave home when no collection is planned.
• The residual waste fraction is provided with a reader for a contactless value card.
• The residual waste fraction can also be controlled via app / qr code in the future.
• We strive for uniformity as much as possible. This in the design of the fixed construction, the way of emptying the containers, ...
• Each fraction is characterized by a color.
Every registered user (a resident, second resident, ...) will have a RFID personalized card with which he / she will be able to identify himself / herself at any stand-alone residual waste container or the residual waste container within the waste street, where he can deposit his residual waste at the applicable prices. Only the deposit of residual waste is paying, all other fractions are free. The underlying software must connect with the software / server of the waste intercommunal IVVO. This communication is possible via both file exchange at ftp level and via a soap server.
