The contract aims at the conclusion of a framework agreement within the meaning of Article 2, 35 ° of the Law of 17 June 2016. Its purpose is to establish a list of expert offices that may be requested by the contracting authority. The maximum number of bidders who will be selected is three.
These missions will be carried out on behalf of the SPI and/or its subsidiary SORASI. They may also be carried out on behalf of municipalities/institutions belonging to the "Local Authorities" sector of the SPI and any files for which the SPI would have a delegated project management mission.
The services of the design office will vary according to the type of building to be built and the stage of studies at which it is located or, if the building already exists, the type of work or occupation:
- Studies in special techniques (HVAC, lighting);
- Studies and advice on the energy optimization of buildings;
- Studies and advice on the rational use of energy;
- Studies and monitoring relating to the implementation of renewable energy production systems.
The design office will work in close collaboration with the stakeholders of each project: architects, design offices, project owner, occupants, subsidizing powers, ...
The missions entrusted to the design office will be of two types:
- Type A missions: audits, advice and/or analyses, ad hoc missions;
- Type B missions: complete missions of design and monitoring of works / installations.
Each mission will be the subject of a separate order. The services are therefore split and depend on the orders placed:
Beforehand and for each new request from the contracting authority, the designated design office will meet with the latter in order to better understand the mission requested both at the technical and financial level.
On the basis of the wishes of the contracting authority, it will draw up a quotation including
- the purpose and scope of the mission including a description of the functional and technical needs and requirements,
- deliverables at the end of the mission (report, plans, measurements, ...)
- where appropriate, the estimated number of meetings, visits or inspections
- the budget relating to the services of the design office, on the basis of the hourly rates of its offer
- an estimate of the time taken to carry out the mission, or even several deadlines if the services are staggered.
The delivery of this quote does not guarantee the order, no compensation can be claimed by the design office if no follow-up is given.
Reports will be provided in Word format, quantity surveys in Excell format, and plans in DWG format. In addition, all documents will be available in PDF.
In the event of a change in the legislation before the end of the contract, the tenderer will be required to comply with the directives of the administration as to whether the assignment can be continued under the old regime or whether it must comply with the new legislation. . If significant modifications attributable to the change in legislation are required by the administration, the terms of continuation of the mission will be agreed between the tenderer and the contracting authority.
The Contracting Authority shall select the three tenderers who have obtained the three highest final ratings according to the method determined in point I.10 Award criteria. For each new file, the contracting authority will award the tasks to the participants in the framework agreement, without reopening competition, in order of classification and ensuring a balanced distribution of tasks between them.
The conclusion of this contract does not give the provider any exclusive rights. The SPI may, even during the period of validity of the contract, have services performed identical or similar to ... (see contract documents)
