The City of Lohja, Ms Karviainen (Vihti and Karkkila), the Municipality of Siuntio (Siuntio and Ingå), the City of Hanko and the City of Raseborg are requesting to participate in organizing transport granted under the Disability Services Act (VPL) and the Social Welfare Act (SHL). The aforementioned organizations are hereinafter referred to as the subscriber.
This procurement procedure establishes / re-establishes a dynamic purchasing system to procure VPL and SHL shipments of the subscriber. Service providers that were previously approved for the procurement system on 6 / 2018-2 / 2019 and have signed a contract with the municipalities do not need to apply again. The duration of the Dynamic Acquisition Scheme shall be until June 30, 2020, which may be extended for two six (6) months. All service providers who meet the eligibility requirements can join the dynamic purchasing system throughout its lifetime.
Purchase order brokerage is not included.
The purpose of the acquisition is to arrange transportation granted under the Disability Services Act (VPL) and the Social Welfare Act (SHL) in Lohja, Vihti, Karkkila, Siuntio, Inkoo, Raseborg and Hanko. Certified service providers commit to providing service to customers throughout the region. There are about 1,700 VPL customers in the area and about 350 SHL customers.
Quality of service requirements:
The candidate must have a taxi license or a passenger or freight license, and the licensee has notified Trafi of the taxi service. The services offered must comply with the quality requirements for purchasing services specified in the request for participation and in the contract terms. In addition, the obligations arising from the Transport Services Act, which will come into force on July 1, 2018, must be taken into account in the transportation, in accordance with the drivers, equipment, permits and other conditions.
VPL and SHL shipments will be delivered to contract cars during the contract period via the Local Taxi ordering system. This requires a separate agreement between the carriers and Local Taxi, which at the same time commits the car drivers to the Local Taxi's quality system and criteria (Annex 2). Customers pay for the trip with a taxi card agreed by the subscriber. The customer pays the customer's agreed price for the trip and the remainder of the price is charged by the contract car driver via Local Taxi, in accordance with the terms of this request to participate.
The customer, contract motorist and transport agency undertake to pay particular attention to the quality of service. The aim is to provide a personalized and friendly service based on the special needs of passengers. Communication between all actors must be continuous, so that possible problems are immediately solved and that further development of the service is part of normal operations.
The quality criteria required by the customer for contract motorists are:
- Customer service must be friendly and tailored to the customer's individual needs.
- The driver must assist the customer in and out of the vehicle when needed.
- The driver is required to be skilled and willing to serve the elderly and severely disabled and other clients with special needs.
- The driver must ensure that the temperature and ventilation of the car are appropriate and comfortable for the passenger. The driver must pick up the lost items while keeping the car clean. Smoking is strictly forbidden in commercial vehicles. Cars must not smell of tobacco.

the general criteria required for the fighter are:
- The vehicle shall have a card reader compatible with the payment card system used by the subscriber and any other equipment needed to pay for the travel and receive the orders.
- The car must be equipped with accessories and luggage.
- If the car has a wheelchair accessible customer, this must be recorded separately in the contract.
- The vehicle must be serviced in such a way that all its equipment functions properly.
- The vehicle must comply with the regulations in force at any given time.

A contract car driver is entitled to change equipment during the contract period. The fleet shall always comply with the requirements set out in this request for participation and its annexes.
Other requirements for a contract car:
- For good reason, the customer may grant a standard taxi right to the customer, allowing the customer to order the shipment directly from the driver.
- The subscriber reserves the right, if necessary, to oblige the driver of a standard taxi ride to order the ride from the transport center used by the subscriber (so called KELA model: the customer orders the ride from the driver and the driver continues to place an order at the transport center).
- Compliance with the customer's transport instructions.
