The complete study assignment for the preparation of a master plan for Kumtich (Tienen)

Kumtich is a borough of Tienen in a very accessible location, between Leuven and Tienen and near the E40. In recent decades, growth has been absorbed by low-density subdivisions. However, the facilities did not grow with the number of homes.

Kumtich originated at the source of the Kleinbeek, with grasslands and orchards in the village. With the arrival of the railways, Kumtich developed more and more along the Maalderijweg and Tassinstraat. The strong landscape structures of the valley became fragmented and later the relationship with the source and the valley disappeared.

In order to turn this tide and to strengthen the identity and attractiveness of the village with the further densification and transformation of the highly dynamic residential core, the city council wants to have a master plan drawn up for Kumtich. The board wants at least a framework for consideration for future investments in the development of public space into a pleasant, central place to stay and meet. Softening and a qualitative construction of the village center are paramount.

The master plan should give direction to future developments on the city-owned sites (the church, the meeting centre, the residential care centre and the former football field in the centre), to future developments on private sites with a purpose other than residential (Vogelzang and the recreation area south of the Leuvenselaan) as well as to private development and subdivision initiatives in remaining residential areas (regional plan) in the Kleinbeek valley.

The result of this study assignment will provide the city council with a basis for the further strengthening of the village centre of Kumtich. Within this study assignment, we also want to investigate which urban planning instruments can be adjusted and/or will be additionally needed to realize this spatial vision.
