Statsbygg owns several sites in Oslo, including in and by Gaustadskogen and Sognsvann, Trosterudveien, and the government's islands in Oslo fjord. There is illegal camping and tenting on several of the properties, and hence littering in the areas. Statsbygg needs assistance with clearing and keeping the properties safe and presentable. Statsbygg also owns properties in other places in Oslo Municipality. These are also included in the framework agreement.

The framework agreement includes the following:

- Clearing and removal of waste and large objects that are not covered by the regular waste management (e.g., removal of tent camps, bicycles, materials, etc.).

- Simple outdoor work and grass cutting, and other additional work that is not covered by ordinary management contracts.

The framework agreement does not include traditional waste management nor green management.
