Selection procedure rescue services 2023

The subject of this selection procedure is the conclusion of seven contracts for the purpose of transferring the performance of emergency rescue services and, depending on the lot of patient transport, against payment of a lump-sum remuneration (including fuels) to non-profit organizations or associations within the meaning of § 107 para. 1 no. 4 GWB for a period of three years (basic term) plus two one-year extension options, which the client can exercise unilaterally, in seven lots. Depending on the lot, the contracts also include participation in peak and/or special needs.

The selection of future contractual partners takes place in a transparent administrative selection procedure with publication of the intention to conclude the contract. The client makes use of the area exception in accordance with § 107 (1) no. 4 GWB. There is no entitlement to compliance with the provisions of (EU) public procurement law; these, including the GWB and the VgV, are not the basis of the procedure.

RW Burscheid

Lot 1 includes the assignment to carry out emergency rescue and ambulance services. The assignment is made per lot by conclusion of a public law contract together with annexes within the meaning of § 13 Abs. 1 RettG NRW.

The contractor is responsible for providing the personally and professionally qualified personnel necessary for the execution of the order and for carrying out the assignments and transports assigned by the uniform control center in basic needs.

The emergency vehicles (RTW, KTW, NEF) necessary for the performance of the service for the basic needs including reserve including the necessary medical equipment, consumables, medicines and devices as well as the rescue station locations are provided by the client in accordance with the appendix service description.

In addition, the contractor should also participate in peak and special needs. The personnel necessary for participation in peak and special needs shall be provided by the Contractor. In lots 1, 2, 3 and 5, the contractor also provides an emergency vehicle (RTW) for peak and special requirements.

The Rheinisch-Bergische Kreis provides the consumables required for the use of the RTW in peak and special requirements, costs for the operating materials are reimbursed. The scope of retention per lot and the further details result from the appendix service description together with plants as well as the appendix 6 public law contract together with plants.

RW Kürten

Lot 2 includes the assignment with the implementation of emergency rescue services. The assignment is made per lot by conclusion of a public law contract together with annexes within the meaning of § 13 Abs. 1 RettG NRW.

The contractor is responsible for providing the personally and professionally qualified personnel necessary for the execution of the order and for carrying out the assignments and transports assigned by the uniform control center in basic needs.

The emergency vehicles (RTW, NEF) necessary for the performance of services for the basic needs including reserve including the necessary medical equipment, consumables, medicines and devices as well as the rescue station locations are provided by the customer in accordance with the appendix service description.

RW Overath City Center

In addition, the contractor shall participate in lot 6 in special needs. The personnel necessary for participation in special needs shall be provided by the Contractor. In Lot 6, the participation of special needs is carried out by staffing emergency vehicles (NEF) of the Rheinisch-Bergischer Kreis outside the retention periods provided for in the respective lot.

RW Rösrath

Lot 7 covers the assignment to carry out emergency rescue and ambulance services. The assignment is made per lot by conclusion of a public law contract together with annexes within the meaning of § 13 Abs. 1 RettG NRW.

The contractor is responsible for providing the personally and professionally qualified personnel necessary for the execution of the order and for carrying out the assignments and transports assigned by the uniform control center in basic needs.
