We ask for your offer for a comprehensive cooperation model for renovation construction. The procurement includes construction (RAK), ventilation system (IV), electricity (SÄH) and heating and water system (HVAC) work, as well as supervision of properties owned by the City of Hyvinkää and companies owned by the City of Hyvinkää on a framework agreement basis. The work focuses especially on properties in the education sector.
The objective of procurement in accordance with the renovation cooperation model is to find a group (later a consortium) of contractors of the above-mentioned technology types bound to one contract to carry out small and medium-sized construction contracts during the contract period. The object of the procurement is the performance of unspecified work related to the servicing, maintenance and annual repairs of properties. The work includes maintenance and repair work, new construction projects, space alterations and renovations, as well as work in case of sudden maintenance needs. Examples of possible work include the renovation of a school classroom or kitchen, the expansion of a sports field maintenance building or medium-sized renovation investment packages.
The purpose of the procurement is to provide the Contracting entity with one or more consortia (1-3) for the contract period that are able to reliably and customer-oriented carry out the work that is the subject of the procurement.
The procurement will be carried out through an open procurement procedure. Tenders shall be selected on the basis of their overall economic advantage on the basis of the best price-quality ratio.
The goal is that the contract period starts on 08/2023 or when the procurement contract has been signed and continues one year from there, i.e. in principle until 08/2024. The contract can first be extended with an option of one (1) year and then with an option of two (2) years.
The projects are implemented by a consortium. The consortium to be acquired may consist of one company, group of companies or group (including, for example, parent, sister and subsidiary companies) that are able to carry out the most typical contracts of different types of technology (RAK, IV, SÄH, LVV) including work management. For example, the client carries out automation-related and other necessary work as its own work or orders from external contractors through separate procurement. The consortium is obliged to accept the non-technical disciplines listed in this invitation to tender (e.g. AUT, IT work) side contracts, unless there are valid grounds for refusal. When concluding a secondary contract, the Client shall take into account the main contractor's reasonable requirements for subordination of the secondary contract.
A supervisor appointed by the client monitors the technical implementation of the work, schedules and participates in site meetings and site reviews. The consortium employees work under the supervision of the consortium's own management, unless otherwise agreed. The company responsible for the construction work acts as the main party responsible for the supervision of the work in the contracts (the client has no obligation to manage the work). However, the management of the contract is always agreed on a contract-by-contract basis, and the consortium is obliged to deliver the persons with the obligation to manage the work to the contract. If the Client has appointed a side contractor outside the consortium for the contract and this has been agreed in writing, the site's management obligation also applies to the work included in the secondary contractor's contract. The consortium is also responsible for the site services of the side contractor, unless otherwise agreed in writing.
All consortium employees and responsible persons are required to be able to interact with the user in a good service-oriented manner. The consortium informs the users of the property of the main principles of maintenance and repair operations insofar as they affect the users' conditions. If necessary, information will also be provided, e.g. changes in the arrangements for maintenance and repairs and repairs carried out at the site.
The client's goal is that the consortium model can react quickly to the renovation needs of the Hyvinkää property portfolio and that the expertise required for it can be acquired from the same consortium. The aim is to find a reliable and possibly local partner(s) for the Client who are able to comprehensively and agilely carry out the above-mentioned work in the properties, buildings and premises of the companies and communities owned by the City of Hyvinkää and the City in cooperation with the Client.
The client is responsible for the real estate operations of the City of Hyvinkää and the companies owned by the city. The client's duties include servicing and maintaining the properties, buildings and premises of the City and companies and communities owned by the City. The client's goal is to achieve synergy benefits by acquiring the above-mentioned tasks as a whole. The Client's intent is that the selected consortium(s) cooperate closely both internally and with the Client, enabling comprehensive management of property maintenance and overall economic affordability. The aim is to develop a flexible cooperation model that benefits all parties and is actively developed during the agreement period.
Work is ordered according to varying needs during the contract period. The Client does not commit to a specific purchase amount.

The commercial terms and conditions related to the procurement are presented in Appendix 3 to this invitation to tender, Contract Programme, Chapter 15 (Basis for payment) of which describes what the hourly rate to be offered must include.
