The procurement will cover the contracting authority's need for evaluating the effect of municipalities/regions that have been changed. 

Innovasjon Norge would like to carry out a final evaluation of all municipalities that have had a change in status at the end of the change period. The aim of the final evaluations will be to assess the results and effects of the change programme and discuss the degree of goal achievement. Through a systemisation of results and experience, the evaluations will also give input as regards the future organisation of business development work in the area, as well as give the Programme for Regional Change new experience and recommendations that can be applied at the start-up of new change programmes.

The final evaluations will be a result and effect evaluation of the change areas. The final evaluation must include analyses that answer the Ministry of Local Government and Regional Development's goals that were set for the scheme. In addition, Innovasjon Norge would like, as the contracting authority, that an evaluation is made of the value creation contribution, and an assessment of the cost efficiency of the scheme. We would also like an assessment of how viable jobs that were established through the programme will be in a 3 and 5 year perspective; how sustainable and lasting are the effects that were acquired during the change period.

The tenderer will be encouraged to operationalise this in the best possible way. KMD can consider other measurement parameters in the contract period, which will be communicated to the tenderer.
