VAV/Basic tasks of real estate management

The purpose of the contracting entity is to acquire a partner for the management and maintenance services of residential and service properties owned by VAV Group in Vantaa. The purpose of cooperation during the contract period is to establish and develop a workable and goal-oriented relationship between Subscriber and Supplier. The aim is partnership cooperation based on interaction and trust between the parties.

This acquisition is part of a wider procurement package, which will contest a total of 4 property management services. This procurement notice and call for tender applies to basic property management tasks as defined in the service description.

An open procedure is used as a procured procedure, where the selection criteria is overall economic affordability. The acquisition is a service acquisition above the EU threshold and the procurement complies with the law on public procurement (348/2007) and the Supplementary Regulation (614/2007) and the Procurement Directive (2014/24/EU).

The target start period for the contract period is June 1, 2022 and the contract is valid until further notice of six (6) months. The supplier's first possible date for the start of the notice period is 1 June 2024. The subscriber's first possible date for the start of the notice period is 1.6.2023.

The Supplier agrees to deliver the Service at the monthly prices provided by the property. The work included in the fixed monthly charge is specified in the Service Description Annex.

Additional work to be charged separately are specified in the Service Description Annex and priced in the special debit annex. Separately charged jobs are always invoiced at prices in accordance with the attached special charge price list. If there is no other agreement on the price list, an hourly charge is used.

By way of derogation from the general contract terms (JYSE 2014 Services, Chapter 9), the price will be fixed until the end of 2023. The first possible date of price inspection is therefore 1.1.2024. It is possible for the supplier to present a higher price up to a change in the earnings level index of employees of private industries. The proposal for a price change shall be submitted in writing at least six months prior to the entry into force of any price change.

The Subscriber reserves the right to make additional purchases from the Supplier during the contract, which are immediately related to the improvement of the environmental impact of the object of the contract. The right to purchase is directed to a new solution that may be developed by the Supplier or the Parties during the Contractual Period, which makes the environmental impact of the object of the contract more favorable in accordance with the requirements described in the Resource Wisdom Road Map annexed to the Agreement . For the sake of clarity, it is stated that the right to purchase should be immediately related to the implementation or improvement of the requirements or objectives mentioned in the Resource Wisdom Road Map drawn up by the Subscriber.

Furthermore, the subscriber reserves the right to deviate from the tied contract price increase in the employee earnings level index where the price increase is immediately related to the improvement of the environmental impact of the project object. The basis for the increase in the price should immediately relate to the improvement of the requirement or objective identified in the Subscriber Resource Wisdom Road Map attached to the Agreement and the basis for calculating the amount of the increase should be shown before the increase takes effect.

For example, the supplier may not present in its own tender documents any conditions that would affect the content of the contract.

Service area 1, West Vantaa

The goal of the subscriber is to acquire property management service that is efficient, professional, high-quality, flexible, and customer-friendly. The aim is a partner who collaborates in cooperation with the development of its own activities and the responsibility perspectives of the VAV Group during the contract period. The conditions for achieving the objectives are detailed in more detail in the ESPD form of the tender offer, the items of the acquisition in the criteria section and the annexes presented in the call for tender. The bidder is required to interpret these documents as a property management specialist. If the tenderer finds inadequacies in the information provided which may affect the content of the offer, they shall be asked in advance (see the request for additional information and additional information).

The basis for the acquisition decision is overall economic affordability, where the weight of the price is 70% and the quality 30%. In terms of price, the tender calculation utilizes the attached tender specification form, which contains instructions on its use. Regional reference prices consist of the aggregate amount of prices offered on a property basis, which the tenderer records on the offer form. The contract's separate debit price list is attached to the call for tender, the prices for which are defined by the Subscriber based on an open market dialogue. The bidder should take account of the individual debit rates given when assessing the correct level of the fixed monthly price per property. In addition, the tenderer shall take into account the sanction/bonus model described in the Annex 'Cooperative Management System'.

Quality and accountability are assessed on the tender form on the basis of staff turnover and two (2) freeform explanations, which are assessed anonymously based on the criteria presented by the 1 to 4 call for tenders. Qualitative factors are scored and affect the acquisition decision. In addition, the so-called two-shell procedure will be used in the comparison, wherethe quality score will be assessed first.

VAV Group properties are divided into two (2) service areas according to the attached list of targets. The information in the list of the target is from the Subscriber's system and may have shortcomings. The tenders should be based primarily on the Bidder's self-help destination. Bidders have the option to offer one or two service areas, but the same provider can only win one area. Where the same bidder is the most economically advantageous in both regions, the region is determined by the choice set as a primary wish. The remaining area will then be obtained by a bidder ranked second in that region by comparison.

The subscriber requires the tenders to carefully consult all attachments to the tender form as well as the terms of the contract. The submitted offers are processed separately by each as its own part.

The subscriber shall have the right to update the property list during the contract period under the terms specified in the draft agreement. The subscriber has divided its property stock into two areas, both with their own service suppliers. The selected contract suppliers will serve as co-suppliers for each other throughout the contract period at the prices they offer to that region. If another service provider has not offered the services of another region in its offer, the Subscriber may negotiate the prices with the stockholder. If the service area contract supplier is unable to produce or part of the service provided for scheduling or other reasons, these orders may be assigned individually to the contract supplier in another service area.

The service is carried out in accordance with the service descriptions and quality requirements of the call for tender.

The offer becomes binding on bidders once the Subscriber has received the offer. The contract of acquisition arises only with the signing of a written contract. For procurement above the EU threshold, the contract may be concluded no earlier than 14 days after the bidder has received or is deemed to have been notified of the reasons for the decision.

Service area 2, East Vantaa
