To procure a panel arrangement with a maximum of 4 suppliers for local land charges migration services.
The purpose of the procurement is to provide the local land charges programme with the supply chain that it requires to deliver ‘Industrialisation’ of Local Land Charge (LLC) migration in order to enable completion of the migration of all local authorities onto the HMLR register within a maximum 6 years from FY21/22. The authority intends to award master services agreements to up to four suppliers under a panel arrangement. The LLC delivery model currently indicates that three suppliers will be optimal for meeting the authority’s requirements, but this may be subject to change, for example due to external factors which may alter the programme pace and scale prior to contract award, the stated capacity of suppliers to deliver to the programme, and overall affordability and value for money. This panel will be operated under a workshare allocation (Order) process which will incentivise pace and quality of delivery whilst giving due weight to cost. The intention of appointing multiple suppliers is to provide both resilience and the potential for scaling up the service delivery capacity. Please note that the value provided in Section II.1.5) is only an estimate.
