This procurement should support the Commission to fulfil its reporting requirements under Article 21(4) of Regulation (EU) 2015/757 by supporting the preparation of the three annual reports based on MRV data for the years 2023, 2024 and 2025. It should also support stakeholders in the implementation of the Regulation and the application of the ETS Directive to maritime by supporting the Commission in developing guidance documents. It should also assist the Commission in the preparation of an impact assessment for the review of the Regulation in accordance with its Article 22a, inter alia, to include within its scope ships below 5 000 gross tonnage but not below 400 and other aspects to be defined by the Commission. This procurement should support the Commission in monitoring the implementation and impacts of the ETS extension to maritime transport, in particular to detect evasive behaviour and considering outermost regions (in accordance with Article 3gg(3) of the ETS Directive).
