The subject of the present procurement procedure is the conclusion of an inheritance contract with a construction obligation and subsequent leasing of the property to the client.
Due to the focus of service provision, the service is classified from construction work from a public procurement law point of view.
The aim of the procedure is to award a hereditary building right to establish a freight centre with connected office space on construction site 11 of the airport premises to a professionally and financially efficient investor. Construction site 11 as well as the necessary area of land for the implementation of the land is provided for the freight centre, including the necessary outdoor areas and other office uses for this purpose. The building must be built according to the design planning created by the property owner. It is expected that the careful handling of the resource “land area” will be taken into account during structural implementation. The hereditary builder is obliged to erect the buildings on the hereditary site at his expense and economic risk and to maintain them on an ongoing basis. The property owner will fully rent the freight center back from the owner of inheritance. The amount of general rent is an integral part of the offer. The property owner will set an economic minimum requirement of EUR 175,000 p.a. for the amount of hereditary building interest. The hereditary interest rate is indexed. The monetary quantities from the inheritance interest offered and the general rent expected by the owner of inheritance become part of the bidding process. After 15 years of rental date, the bidder is obliged to transfer ownership of the building to the property owner.
