The client intends - in trust for the state of North Rhine-Westphalia - to build one or more buildings including technical equipment and associated outdoor facilities for the battery cell research production (FFB) in Münster. The Fraunhofer-Gesellschaft for the Promotion of Applied Research e. V., which will be responsible for setting up / equipping the FFB and its subsequent operation.
The subject of the contract to be awarded is the general planning of the client's construction project, which is described in more detail in Section II.2.4).
All service phases are to be awarded, with gradual commissioning provided (see Section II.2.11).
The client intends to build one or more buildings, including technical equipment and associated outdoor facilities, to accommodate the battery cell research production at the Münster site. The client acts in trust for the state of North Rhine-Westphalia, which finances the construction project with state funds.
The construction project is part of the "Battery Cell Research Production (FFB)" project. The FFB's mission is to develop the framework conditions for setting up battery cell production in Germany in order to avoid dependence on the markets in the Far East. As the operator of the FFB and user of the new building, the Fraunhofer Society for the Promotion of Applied Research e. V. provided.
The object of the construction project is only the construction program for the currently planned new building, which is tailored to the needs of the FFB and is explained in more detail in the service description. When planning, however, it should be taken into account that later expansions of the FFB are possible, which cannot yet be fully described due to the R&D character of the project with regard to the specific space requirements and their functional and other requirements. Planning is therefore expected from the contractor, which offers the greatest possible flexibility for later extensions. The contractor must coordinate the possible expansion scenarios with the client and the operator, in particular in the course of determining the basics and planning.
The Fraunhofer-Gesellschaft for the Promotion of Applied Research e. V. for use, which will be responsible for setting up / equipping the research production battery cell and its subsequent operation. The requirements for the construction project are therefore based on the corresponding user requirements of the Fraunhofer-Gesellschaft. In detail, they are subject to further coordination between the client / country on the one hand and the user on the other, as well as possible influences from the progress of the accompanying R&D project, specifically from the further planning and development of the manufacturing facilities to be accommodated in the construction project. The final decision on the adoption of changed user requirements as new or changed planning and monitoring goals always remains with the client.
The object of the order is the provision of all necessary planning services for the client's described construction project by a general planner. Due to the expected close interrelationships of the parallel planning and development processes for the client's construction project on the one hand and the research and development project of the user on the other hand, while there is a high need for acceleration for the overall project, special emphasis is placed on a quick and interface-free processing of the planning and Monitoring task for the client's new building project set by the general planner.
The client is tendering parallel project management services for the construction project. Simultaneous participation in this award procedure and the parallel award procedure for the project management of this construction project is not permitted, since the two services are incompatible with each other. In the case of a parallel application in both procedures, the application for the present general planner order is disregarded!
