The subject of the contract is services in the field of forest management as defined in Article 6 (1) point 1 of the Act of 28 September 1991 on forests (text one: Journal of Laws of 2021 item 1275 as late as “Forests Act”) covering works in the field of forest breeding and protection, fire protection, obtaining and breaking timber, maintenance of forest infrastructure to be carried out in the Forest District Circle - Forestry Rogóźno and Lipie Góry in the year 2022. Proceedings of the prof. are in the mode of invitation to tender non-ogr.o pursuant to Article 129 (1) (1)) in the form of Article 129 (2) and Articles 132-139 of the Act of 11 September 2019 Public Procurement Law (text one: Journal of Laws of 2021, item 1129 as amended - “PZP”) and implementing acts to the PZP. The procedure shall be carried out in accordance with the principles laid down for classical parts worth equal to or exceeding the Union thresholds. The procedure shall be carried out in accordance with the preceding rules for the so-called 'reverse procedure' referred to in Article 139 (1), (3) to (4) of the PZP.

A detailed description of the subject of the contract is included in the specification of the contract conditions (SWZ) and in the annexes to SWZ. The Contracting Authority in accordance with Article 95 of the PZP requires employment by the Contractor or subcontractor on the basis of the employment relationship of persons carrying out the execution of the contract involving the acquisition and ripping of wood raw material, if the execution of such activities involves carrying out the work in a manner defined in Article 22 § 1 of the Act of 26 June 1974 - Labour Code (text one: Journal of Laws of 2020 item 1320 as amended). The scope of the subject of the contract shall include the total quantities of works in the field of forest farming and protection, fire protection, harvesting and ripping of timber, maintenance of forest infrastructure resulting from Annex 3 to the SWZ, which consists of:

Annex No 3.1. — work size by group of activities, activities and location;

Annex No 3.2. — timber collection sortyment system;

Annex No 3.3. — a statement of the distances and conditions of breaking wood;

Annex No 3.4. — a statement of items not made available for machine acquisition;

Annex 3.5. — information on the use of possible logging technologies;

Annex 3.6 — a statement of surfaces where the protection of raids and subfesters is planned;

Material ranges listed in Annexes 3.1. - 3.3. are estimates.

Qualitative standards relating to all relevant features of the subject of the contract are determined by Decision No 19 of the Director General of State Forests of 17 March 2021 on the introduction of the “Description of the standard of forest work performance technology” in the organisational units of the Forests State and Decision No 36 of the Director of the Regional Directorate of State Forests in Poznań dated 11.10.2021 on the approval of descriptions of activities not described in the Description of the Standard of Technology for the Performance of Forest Prac. The detailed description of the standard of technology for the performance of individual forestry works (activities) included in the subject of the contract formed the basis for the determination of the quality requirements relating to the elements consisting of the subject of the contract contained in Annex 4 to SWZ (Description of the standard of forest work implementation technology).
