The procurement is a publicity monitoring service, which means access to the system required for the collection and reporting of the data to be monitored, as well as any other professional services related to the system's support services and service suite. The solution offered may consist of one or more systems as long as the things described in this call for tenders have been fully and appropriately taken into account in the tender.
The objective of Sitra is to monitor social discussion on all subjects directly or indirectly related to Sitra's activities or results of activities. Public ity monitoring is mainly aimed at topics consistent with or connected to Sitra's themes, such as democracy and inclusion, foresight, sustainability solutions, education and a fair data economy. Our current number of separate trackers is approx. 100.
The aim of the acquisition is to be able, in a rapidly changing environment, to monitor effectively, up-to-date and using modern tools, where everywhere topics of interest to Sitra and Sitra are discussed, who to discuss and in what spirit these discussions take place. We also want to assess how well our messages resonate across focus groups and how well we are able to influence public debate.
Sitra should take note of the General Data Protection Regulation (GDPR) and energy efficiency issues in its procurement. We make responsible and sustainable choices in all our acquisitions.
The purpose of the acquisition is a publicity monitoring service, which means access to the system and associated mobile service required for the collection and reporting of the data to be monitored, as well as any other professional services related to the system support services and service suite (e.g. specially ordered technical solutions or trainings). The solution offered may consist of one or more systems as long as the things described in this call for tenders have been fully and appropriately taken into account in the tender.
The publicity monitoring service under this acquisition shall contain the minimum requirements set out in Annex 1. Sitra's publicity monitoring targets three areas:
1. Monitoring of Sitra from domestic media, including print media, television and radio, other AV sources and administrative sources as well as editorial online media (for the last three, in certain respects including international media).
2. An industry monitoring of Sitra's themes, which covers almost similar sources to monitoring its own publicity, but on the industry monitoring side, the sources are, in addition to those mentioned above, the interim reports of companies.
3. Social media monitoring (related to the previous), which means:
- Monitoring Sitra's own social media channels
- Following topics worked on by Sitra and various trends
- Identifying social media conversations that are suitable for Sitra and
- identification of opinion makers in selected channels.
In addition, the acquisition includes recurring analyses of Sitra's public ity by quartal and yearly, including publicity on editorial media, social media and elsewhere online, such as blogs, discussion boards and other websites.
The total value of the acquisition for four years is estimated at €220,000-270,000.
