DISPOSAL SERVICE OF WASTE COLLECTED IN PARCELS NO. 74/22 AND 74/23 IN THE LOWER GRATER AS PART OF THE REPLACEMENT PERFORMANCE IN THE ENFORCEMENT PROCEEDINGS IN THE ADMINISTRATION

Disposal of waste currently held in parcels no. ew. 74/22 and 74/23 in Tarków Dolny, Commune Nowa Wieś Wielka. According to the knowledge of the Contracting Authority, hazardous waste found in buildings, is deposited in various containers and packages, among others, so-called “mazers”, metal and plastic barrels, etc. The estimated amount of waste accumulated on the property is approx. 4.467,172 Mg, including approximately 4,450.00 Mg hazardous waste and 17,172 Mg of non-hazardous waste.

The contracting authority in the conduct of the proceedings in question shall carry out the obligation arising from designating it as the competent authority to carry out enforcement proceedings in the administration concerning a non-monetary obligation to remove waste from the site real estate in Tarków Dolny, on the basis of the provisions of the Act of 17.06.1966 on enforcement proceedings in the administration, in connection with the wording of Article 47 (5) of the Act of 14.12.2001 on waste.

Removal of waste held in plots no. ew. 74/22 and 74/23 in Tarków Dolny, Commune Nowa Wieś Wielka. Hazardous waste is found in buildings, is deposited in various containers and packages, including so-called “mazers”, metal and plastic barrels, etc. Waste is stored in different packages, standing on top of each other, on pallets, own structures and loosely sprinkled. Non-hazardous waste, located outside buildings — it's in big-bags and bulk. The estimated amount of waste accumulated on the property is approximately 4,467.172 Mg, including approximately 4,450.00 Mg of hazardous waste and 17,172 Mg of non-hazardous waste. The Contracting Authority is not the holder or generator of waste parcels collected on the territory. The Contracting Authority requires that the Contractor, when performing the subject of the order, issue waste transfer cards. The Contractor's task is to export waste from the site of its current storage and transfer it to further lawful development— in accordance with the requirements of the Act of 14.12.2012 on waste and regulations implementing that Act. The Contractor shall ensure the preparation of waste for transport in a manner that ensures safety for people and the environment (if necessary, reloading it on site to other containers), marking each waste cargo, weighing each waste cargo, transport (according to the provisions of the Act waste or, in the case of foreign transport, in accordance with the provisions of the Act of 19 August 2011 on the transport of dangerous goods). The Contractor will be obliged to secure the property from third party access for the duration of the contract. The Contractor shall be responsible for securing persons on the premises and ensuring safety, including chemical and ecological, during the completion of the whole subject of the contract. The Contractor is obliged to apply adequate to the hazard method of protection and action in case of sealing of containers. Provide reserve of replacement transport containers, stretch films, transport pallets and tape and other materials needed, in case of damage to packaging where waste is currently found and any means for neutralising and safety fire, chemical and ecological adequate to the extent of hazard arising from the characteristics of waste and the consideration of environmental protection in the event of containers damage. The Contractor shall ensure that there are no leaks and contamination of the ground. In the case of environmental pollution resulting from the conduct of the works covered by the contract, the Contractor is obliged to remove and dispose of the resulting pollutants, in his own right and at his own expense. In the scope of the Contractor's obligations it is to dispose of technically efficient vehicle rolling stock — vehicles authorised for the transport of hazardous waste, ensuring a mode of transport that protects inter alia against mixing of waste, emissions to air, spread of waste, in In particular the leakage and penetration of pollutants from waste into the environment The implementation of waste transport should take into account the conditions laid down in the Regulation Min.Wed of 07.10.2016 in the spr. detail of the requirements for the transport of waste. The selection of means of transport must take into account the chemical and physical properties of the waste, including the state of focus. The transport of hazardous waste must be carried out in accordance with the ADR and with detailed requirements for the transport of waste.

The Contractor is required to identify the stored waste, including preliminary assessment of waste, possibly sampling and laboratory analysis for the identification of waste, as well as evaluation of the possibility of its further development, including the possibility of its final processing (recovery or trim .). The Contractor is supposed to hold the document potw his insurance against OC.
