The aim of the procurement is to establish a contract that will cover the contracting authority´s need for sanitation services for business waste. The procurement concerns approx. 300 site addresses, cf. Annex 1A.
All fractions listed in the the contract Annex 4 Price Form will be included in the contract. If during the contract period the need should arise for sanitation services related to other fractions than those in the price form, this will be included in the price form at a later time.
The procurement concerns all sanitation services, both periodical emptying and collection and ordering assignments, for e.g. hire of receptacles including collection and emptying. All assignments include the hire of receptacles, emptying of the receptacles, transport of the waste and costs for treatment of the waste.
The following services shall be included in the agreement:
— prepare a waste plan for all municipal entities
— hire of receptacles and containers
— emptying of receptacles, collection of the fractions in accordance with the waste plan for the individual entity
— place receptacles/containers back at the collection site
— transport to approved reception sites for recycling, incineration or final disposal
— access to the the Bossnettet [Hub network] for the contracting authority's locations, through the waste operators’ contract with BIR Nett AS
— sanitation services for public waste receptacles related to the Bossnettet, used for public waste in central Bergen
— weighing the contents of the containers
— placing and collection of functional and suitable collection units as well as repair of receptacles and containers as needed
— delivery of collection sacks for mixed plastic waste
— delivery of safe packaging for hazardous waste and risk waste, including pricking and cutting, for e.g. Needle tips
— handling of EE waste and special waste inline with the applicable regulations
— treatment of fractions for recycling and final disposal.
Recording and logging of data about the sorting degree, quantity and type of waste specified in the individual activity as well as periodical reporting of recorded data.
— internet based solutions so that the contracting authority's entities can control and optimise their waste management, including waste quantity, sorting degree, receptacle size and number, collection frequency and the individual price elements connected to the services,
— information and training activities for the contracting authority and it's entities
Annual review of statistics with a focus on achieved optimisation of the waste solutions.
The contract also includes access to the Bossnettet in central Bergen as well as waste from public waste receptacles related to the Bossnettet. Public waste receptacles connected to the Bossnettet are placed in central Bergen. Bergen municipality owns the waste receptacles. This waste is to be considered as industrial waste from Bergen municipality, and as such included in the contract.
The list above is not considered exhaustive as far as the measures can relate to the contract content and purpose.
If tenderers can deliver mobile emptying services with the help of mobile waste suction, i.e. Suction of waste from transport vehicle tanks, and Bergen municipality needs this service, it will be included in the assignments. If tenderers cannot deliver such services, the contracting authority will engage this service separately.
