The subject matter of the measure is employment-related coaching in accordance with § 16i para. 4 SGB II.
The Participation Opportunities Act is intended to promote employment relationships subject to social security contributions (without compulsory unemployment insurance) in accordance with §16i SGB II on the general and social labour market for people who are far from the labour market and long-term unemployed.
The JobCenter Essen supports the target group in accordance with § 16i SGB II within the framework of subsidies for remuneration to employers.
In principle, the measure aims to:
- the stabilisation of the employment relationship
- increasing performance and employability
- the stabilization of the social situation, taking into account the social environment
- Improvement of German language skills
- the avoidance of premature abortions and
- the support and accompaniment of the transitions to non-subsidized employment
off.
The measure focuses equally on the holistic support of the participants as well as on the concerns of the employers.
The prerequisite for successful implementation is close cooperation between the contractor and the participant, the employer and the user, taking into account the operational processes.
The support is usually provided in the context of personal one-on-one interviews.
In the previous 16i employment start-ups, there was an increased number of customers who communicate exclusively in their mother tongue in their employment relationships, as they still have little or hardly sufficient knowledge of German despite a fully completed language support chain. As a rule, employers are set up in such a way that an instructor or, in some cases, the company owner himself speaks the respective native language of the employed customer and translates the work instructions for him. For this reason, a proportional language mediation must be included as an integral part of the coaching. The languages to be translated are Arabic, Dari, Farsi, English, Turkish, Kurdish, Bulgarian, Romanian and Spanish. This is intended to promote professional integration for these participants. Coordination between the coach and the language mediator must be carried out by the contractor.
Capacity: 100 participants
Duration: The measure starts on 01.04.2024 and ends on 31.03.2025.
In the first month of the assignment of the participant, at least two personal contacts must take place, of which at least one appointment must take place on site at the employer or at the workplace. From the second month of participation, employment support is needs-based and is agreed individually between the contractor and the participant. Regardless of the participant, an average of two contacts per month is assumed. In addition, the contractor must be available for contacts of any kind.
However, at least one telephone contact per month is mandatory for all participants.
