Country Case Studies: Stock-taking, analysis, and recommendations on donor investment in OPDs at country level

In agreement with Foreign, Commonwealth and Development Office (FCDO), then co-chair of the Global Action on Disability (GLAD) network, IDA committed to conduct a review and analysis of donor investments in organizations of persons with disabilities (OPDs) capacity building in at least 2 countries, in order to produce strategic recommendations for more coordinated and impactful investments. This work will build on the Stakeholder Mapping Exercises that have been conducted by GLAD till date, which provided information on GLAD members’ investments in disability. It will also complement and enrich current efforts to promote meaningful OPD engagement in development and humanitarian action, one of the overarching themes of the Global Disability Summit 2022, by providing a reflection on donors’ specific roles and impact.

The International Disability Alliance (IDA) is an alliance of eight global and six regional organisations of persons with disabilities. We advocate at the UN for a more inclusive global environment for persons with disabilities and their organisations. The Convention on the Rights of Persons with Disabilities (CRPD) is our touchstone. We are invested in ensuring that the 2030 Agenda and the Sustainable Development Goals are inclusive and in line with CRPD. We support organisations of persons with disabilities worldwide to take part in UN and international human rights processes and use international accountability mechanisms. With member organisations globally, IDA represents the estimated one billion people worldwide with disabilities. This is the world’s largest and most frequently overlooked marginalised group.

This consultancy will have 3 main objectives:

1. Review the state of play in terms of donors’ investment in OPD capacity building and provide an analysis of the situation in (at least) 2 countries,

2. In consultation with relevant stakeholders including OPDs, formulate draft recommendations for discussion with the GLAD network,

3. Conduct a Stakeholder Mapping Exercise (SME 4) of the entire GLAD Network
