Contract includes services required to operate and maintain trains for commuter rail services in the HSL area. Rolling stock and facilities are provided by HSL, thus no major investment is required by the operator. Some facilities and services may incur a rent or fee from the operator to a third party. Payment for the contracted services is gross cost compensation with performance incentives and without direct ticket revenues to the operator.

The procurement of HSL commuter trains operating and maintenance Contract will be conducted by a modified negotiated procedure, following the EU Regulation 1370/2007 on public passenger transport services by rail and by road and the Finnish Public Transport Act 869/2009.
