Object and nature of the contract:
This contract constitutes a service contract within the meaning of the law of 17 June 2016. Its purpose is the cleaning and maintenance of various communal buildings for a period of 3 years, which can be extended for an additional 1 year, while respecting the social conditions of workers and the environment.
The municipal administration of Schaerbeek pays particular attention to social and environmental aspects in the context of this contract.
The procurement procedure is the restricted procedure. Depending on the possible difficulties that may be encountered during this two-phase procedure, this contract could enter into force, in the best case, at the end of 2023 – if not in the course of 2024.
The contract will come into force on the date set out in the order letter. Therefore, the period of validity of the contract will be calculated from that date.
This cleaning contract consists of 12 lots divided into two main categories:
- The category of administrative buildings: Lot 01, Lot 02, Lot 03, Lot, 04, Lot 05, Lot 06, Lot 07, Lot 08, Lot 09;
- The category of school buildings & PSE centres: Lot 10, Lot 11, Lot 12.
For each lot and/or position, the tenderer will propose a total annual number of hours. It will also specify their monthly breakdown. This, taking into account the days of closures of the premises (legal and regulatory holidays, ...) and any days of closure that would be specific to certain sites.
On the other hand, for each site/building, the tenderer will indicate the details of the number of hours that will be worked per week.
In addition, for each lot and/or post, the tenderer will specify the number of agents it foresees for the execution of the mission described therein.
With regard to lots relating to the category of administrative buildings, namely, Lot 01, Lot 02, Lot 03, Lot, 04, Lot 05, Lot 06, Lot 07, Lot 08, the successful bidder(s) of these lots must provide both labour and consumables; namely various ecological cleaning and hygiene products including cleaning products, hand soaps, toilet papers, hand towels ..., etc.
For Lot 09 (replacement of absent municipal staff), the successful bidder for this lot must provide only labour.
For lots relating to schools & PSE centers, namely, Lot 10, Lot 11, Lot 12, the consumables are provided by the Municipality. The successful tenderer(s) of these lots must supply only labour.
Staff of the cleaning company concerning schools & PSE centers:
The buildings are frequented by minors. For these lots and their possible positions, the staff of the company must be of irreproachable conduct. The members of the cleaning staff – as well as each substitute person – assigned to the execution of the contract must provide a certificate of good conduct and morals model 596-2 (model 2) – dating back less than 3 months: this is the model of record extract intended for people in contact with minors. The selected companies must attach these documents to their tender in the second phase of the award procedure (relating to the call for competition). The communal administration estimates the minimum number of "permanent" agents at 30 and the minimum number of "substitute" agents at 10.
