Pursuant to § 2 sec. 1 sentence 1 of the Law on the Admission of Refugees, Late Resettled Persons and Other Persons Immigrated from Abroad in the Land of Brandenburg (Landesaufnahmegesetz - LAufnG), the administrative district of Prignitz was entrusted with the task of admitting, temporary accommodation and migration-specific social support for groups of persons pursuant to § 4 LAufnG as a mandatory task for fulfilment in accordance with instructions. The framework conditions for this are regulated in the Ordinance on the Implementation of the State Reception Act (LAufnGDV) and in the Ordinance on the Reimbursement of Costs under the State Reception Act (LAufnGErstV).
The district of Prignitz intends to commission a suitable third party, usually non-governmental social work provider, in accordance with § 12 para. 2 sentence 1 LAufnG in conjunction with § 14 para. 2 LAufnGDV for the performance of its mandatory task of accommodation-related migration social work from 01.03.2023 to 31.12.2026.
The object of the contract is the assumption and implementation of the accommodation-related migration social work of assigned groups of persons in accordance with the regulations applicable in the state of Brandenburg (LAufnG, LAufnGDV, LAufnGErstV).
The assigned groups of persons are based on § 4 LAufnG.
As of 01.03.2023, it is estimated that about 850 people are entitled to accommodation-related migration social work for an entire year (01.01. - 31.12.), regardless of whether their application for protection is recognized and they thus change the legal circle to the second or twelfth Social Code (SGB II/SGB XII).
The accommodation of persons according to the LAufnG in the district of Prignitz is decentralised in two housing networks. Currently, 294 apartments are provided for accommodation.
The tasks of the accommodation-related migration social work include social work assistance, mediation of information and further assistance offers according to § 13 Abs. 2 to 5 LAufnGDV in conjunction with the LAufnGDV Annex 4 No. 2.1.
The quality requirements of the accommodation-related migration social work are measured according to § 12 Abs. 1 S.1 LAufnG in conjunction with § 13 LAufnGDV in conjunction with Annex 4 No. 3 LAufnGDV.
For the personnel to be deployed, the assessment basis according to § 6 LAufnGErstV in conjunction with § 6 LAufnGErstV applies. m. Annex 2 No. 2 LAufnGErstV.
The personnel requirements result from § 12 para. 1 sentence 1 in conjunction with § 13 LAufnGDV in conjunction with Annex 4 No. 3.5 to the LAufnGDV.
The remuneration is made per reimbursement case and on the basis of the annual reimbursement lump sum by the State of Brandenburg to the district of Prignitz (§ 6 para. 1 sentence 1 LAufnGErstV). The maximum "per capita annual lump sum" offered by the bidder (price sheet) may not exceed the maximum price limit of EUR 813.35. Otherwise, the offer cannot be evaluated.
