The object of the public procurement is the business and detailed analysis of the solution for issuing a personal identification code to people without an Estonian personal identification code, the purpose of which is to identify and compile solutions for people with a foreign identity who wish to receive a service in Estonia that requires the existence of an Estonian personal identification code. The solution would enable the identification of the existence of a person's data in the Estonian population register and the issuance of a personal identification code to the service provider and, if necessary, the creation of a new person's entry in the population register and the formation of a personal identification code. When introducing the solution, the occurrence of double entries for the same person in the population register is avoided.
