The subject of the contract is the modernization of road lighting in Krakow, within the meaning of the Act of 19 December 2008 on public-private partnership (Journal of Laws of 2023, item 1637) and the Act of 20 May 2016 on energy efficiency (Journal of Laws of 2021, item 2166). As part of the joint implementation of the Project, the Contractor will be obliged to design (to the extent necessary), finance and carry out assembly and construction works and will also be responsible for energy management in order to obtain guaranteed energy savings on the terms set out in the energy efficiency contract.
The subject of the contract is the modernization of road lighting in Krakow (hereinafter: "Project" or "Undertaking"), within the meaning of the Act of 19 December 2008 on public-private partnership (Journal of Laws of 2023, item 1637, hereinafter: "Act on PPP") and the Act of 20 May 2016 on energy efficiency (Journal of Laws of 2021, item 2166). The project will be implemented in the formula of public-private partnership, in the EPC (Energy Performance Contracting) model. An energy efficiency improvement contract will be concluded with the selected Contractor.
As part of the joint implementation of the Project, the Contractor (hereinafter also "ESCO" or "Private Partner") will be obliged to design (to the extent necessary), finance and carry out assembly and construction works and will also be responsible for energy management in order to achieve guaranteed energy savings on the terms set out in the energy efficiency contract.
The project will be located in the Municipality of Krakow, along public roads, which are managed directly by the Road Administration of the City of Krakow (hereinafter: "Public Entity" or "Contracting Authority").
The initial material scope includes the replacement of approx. 20,000 lighting fixtures with LED ones, approx. 2,000 lighting poles and approx. 238 km of cable network, including:
– dismantling of existing lighting poles and installation of new ones with foundations, booms and cable connectors (5% equipped with an additional socket for charging bicycles / electric scooters – location according to the indications of the Public Entity),
− dismantling of existing cable spans between replaced lighting poles and installation of new ones,
− dismantling of existing lighting fixtures and installation of new energy-saving LED luminaires (10% equipped with an additional power socket allowing to power SMART CITY devices 24 hours a day – location according to the indications of the Public Entity) together with power cords, selected according to photometric projects submitted by the Public Entity,
− dismantling of existing power and control cabinets and assembly of new, adapted to operation, energy-saving, LED luminaires (including retrofitting with devices for their remote control and monitoring),
− adaptation of existing power and control cabinets not covered by replacement to the operation of energy-saving LED luminaires (including retrofitting with devices for their remote control and monitoring),
− creation of a superior, open remote management system for LED luminaires (NSZO), enabling dynamic control of lighting intensity depending on the actual traffic conditions on public roads, as well as the level of external light (including dynamic control of existing in the city of Krakow, and not subject to replacement, LED luminaires),
− photometric measurements (including during the period of operation),
− preparation of as-built documentation,
– maintaining operational efficiency, energy management and ongoing maintenance of modernized lighting infrastructure during the lifetime,
− technical management and maintenance of the lighting control system in order to maintain a specific energy effect,
- providing financing for the Undertaking.
The assumed term of the PPP agreement is approx. 11 years, including approx. 3 years of preparation and implementation of the investment (which was divided into stages) and approx. 10-year period of energy management.
The estimated capital expenditures for the implementation of the Project exceed EUR 5,382,000.00 (excluding value added tax).
