Description:
The Provision of Trust Fire Safety Services

The purpose of this tender is to secure a provider to deliver the following services:

Lot 1: Fire Safety Advisory Officer;

Lot 2: Authorised Engineer (Fire Safety).

The aim of the fire services programme will ensure the Trust is compliant across fire health and safety obligations.

It is the intention of the Trust to appoint a fire safety officer and a fire authorised Engineer; both of whom shall be independent from one another.


Lot 1: Fire Safety Advisory Officer

The fire safety officer/s will be required to adhere to the requirements detailed in the specification. Performance will be monitored throughout the lifecycle of the contract.

The contractor will complete the following tasks within the allocated 37,5 hours per week, 52 weeks of the year. Note that this will include some evening work to carryout fire drills in premises with shift workers. The distribution of these hours across the working week to be agreed with the head of safety and compliance. The contractor must be willing and able to alter these hours temporarily to accommodate Trust requirements to carry out exercises or other ad-hoc activities.

— fire drills,

— delivering fire safety related training,

— incident investigations,

— advisory visits and advice (including documentation),

— attendance at governance meetings,

— PEEPs plans for vulnerable individuals,

— report writing,

— coordinate and monitor fire wardens and their training,

— providing fire safety information and support to Trust project team under the direction of Trust project managers,

— provide support and information to the Trust estates manager.


Lot 2: Authorised Engineer (Fire Safety)

The authorised engineer (Fire Safety) will be required to adhere to the requirements detailed in the specification and act as an independent professional adviser to the Trust. Performance will be monitored throughout the lifecycle of the contract. Services will be required to be available during working hours 9.00-17.00 Monday to Friday. Occasionally, in an emergency, service provision may be required outside of these periods. Any out of hours or business continuity provisions will need to be readily available and implemented as required.

They will on request monitor performance of fire safety management and provide an annual audit to the head of safety and compliance and the director of estates and facilities.

The Contractor will be responsible for providing strategic guidance, technical and expert advice as and when required on fire safety issues, supporting the role and function of the head of safety and compliance.
