The planned area is about 1087 km2.
Planning objectives:
To create conditions for the harmonious development of the territory of the municipality, consistent spatial and functional integration, cohesion of territories, complex solutions to social, economic and ecological challenges.
To establish guidelines for the development and implementation of residential areas, engineering and social infrastructure and other important areas of socio-economic activity, to provide for the territories necessary for development.
Creating conditions for the rational use and restoration of natural, subsoil and energy resources.
To provide for the preservation, purposeful use and knowledge of the peculiarity of the natural and cultural landscape, natural and immovable cultural heritage, the formation of a natural framework necessary for ecological balance.
Creating a healthy, safe, harmonious living environment and full-fledged living conditions in residential areas.
To create conditions for private investment that creates socio-economic well-being, conditions for a decent quality of life.
To reconcile the interests of natural and legal persons or their groups and the municipality regarding the conditions for the use of the territory and the development of activities in the territory.
Creating conditions for the rational use of land.
Planning tasks:
clarify the mandatory requirements of the planned area, eliminate the excess ones, establish additional or replace new mandatory requirements for the planned area, which would not contradict the established planning goals and objectives;
evaluate public and other proposals, adjust the general plan solutions in accordance with the conclusions of the evaluation, or provide reasoned answers to the proposers regarding the refusal to change or adjust specific solutions of the general plan;
correct technical errors in the general plan, eliminate gaps in solutions, resolve conflicts of existing solutions;
to assess and clarify the possibilities of territorial development and the scope of development: to determine the stages of development of priority municipal infrastructure and the areas of priority and non-priority development (to divide the territory of the municipality into zones for which different infrastructure development fees differentiated according to the priorities for the development of municipal infrastructure would be established); prepare a separate drawing, which would indicate the priority and non-priority areas of development of the municipal infrastructure and the stages of development, and supplement the explanatory note with the description of this drawing.
if necessary, to transfer (detail) the solutions of the approved higher-level complex spatial planning documents;
to eliminate the contradictions of the general plan solutions with the requirements of laws and regulations;
landscape management zones No. 71.5, No. 81.1, No. 83.1 and, as necessary, to divide other landscape management zones into smaller zones, reducing urbanized areas. Provide for the possibility of drawing up detailed plans in these and other zones, the minimum volume of which should be a quarter.
to supplement the master plan with the potential for the development of renewable non-fossil energy (wind, solar energy, environmental energy, geothermal, hydrothermal resources, hydropower and biomass, biogas, including gas from landfills and waste water treatment plants, as well as other renewable non-fossil sources, the use of which is technologically possible now or will be possible in the future);
to clarify the areas of importance for the uniqueness of the landscape, anthropogenic and natural elements, the observation points representing the valuable landscape and the panoramas that emanate from them, to provide for the locations of panoramic sightseeing and their visual protection.
clarify the mandatory textual requirements of the general plan, indicating the minimum sizes of land plots, where the construction of new residential, auxiliary farm and recreational buildings is possible in exceptional cases.
Part II. Amendment of the general plan of the territory of Žasliai township of Kaišiadorys district municipalityAmendment of the general plan of the territory of Žasliai township
The planned area is 1683 ha (16.83 sq. km).
Planning objectives:
To create conditions for the harmonious development of the territory, consistent spatial and functional integration, cohesion of territories, complex solutions to social, economic and ecological challenges.
To establish guidelines for the development and implementation of residential areas, engineering and social infrastructure and other important areas of socio-economic activity, to provide for the territories necessary for development.

To prepare the amendment of the general plan of Žasliai town by taking into account the fact that Žasliai is being developed as a historical town with the proposed distinction of the Old Town, as well as taking into account the exceptional natural-recreational environment, the vision of Žasliai town to create as a tourism and active recreation center, convenient for investing, living and staying;
to form directions of functional and spatial development of the territory corresponding to the planning level;
optimize the urban structure, social and engineering infrastructure of the planned area, taking into account the peculiarities of the central part of the campus, provide for measures to strengthen resistance to extreme climatic events;
creating favourable conditions for private investment that creates socio-economic well-being, decent quality living and resting conditions, promotes the development of alternative energy sources and technologies, increases energy efficiency and ensures resilience to climate change phenomena;
detail the solutions of the relevant higher-level integrated spatial planning documents;
provide for the placement of objects of importance to the municipality;
to improve and develop the historical urban structure, architectural spatial composition, to provide for the principles of formation and redevelopment of urban structures;
to identify the areas for the further development of which detailed and/or special plans are to be drawn up and the areas in which objects of architectural, urban or public interest significance are to be planned or designed by means of architectural competitions;
to supplement the general plan with mandatory requirements for the use of the territory (types of functional zones, their content, uses, possible uses, development parameters, priorities for implementation, requirements for the development of commercial objects), which would highlight the peculiarity of the township, correspond to the identity of the town and strengthen the potential of the town for tourism and recreation;
to revise the need for the development of the planned urbanized areas, taking into account the indicators for the implementation of the general plan of Žasliai township;

The planned area is 1253 ha (12.53 sq. km).
Planning objectives:
To create conditions for the harmonious development of the territory, consistent spatial and functional integration, cohesion of territories, complex solutions to social, economic and ecological challenges.
To establish guidelines for the development and implementation of residential areas, engineering and social infrastructure and other important areas of socio-economic activity, to provide for the territories necessary for development.

To prepare the amendment of the general plan of Rumšiškės township by assessing the geographical situation of Rumšiškės township and prioritizing the interests of intensive urban development and improving the realization of the principles of previously planned areas, developing and strengthening the compact type of construction, taking into account the already prepared lower-level spatial planning documents
It is necessary to appreciate the fact that the town of Rumšiškės is located next to the Lithuanian Folk Life Museum and the shore of Kaunas Lagoon, therefore it must be developed as a center of active recreation and culture with an expanded service sector.
to form directions of functional and spatial development of the territory corresponding to the planning level;
optimize the urban structure, social and engineering infrastructure of the planned area, provide for measures to strengthen resistance to extreme climatic events;
creating favourable conditions for private investment that creates socio-economic well-being, decent quality of life, promotes the development of alternative energy sources and technologies, increases energy efficiency and ensures resilience to climate change;
detail the solutions of the relevant higher-level integrated spatial planning documents and integrate the prepared solutions of lower-level spatial planning documents valid for the planned area;
provide for the placement of objects of importance to the municipality;
improve and develop the architectural spatial composition, provide for the principles of formation and redevelopment of urban structures;
to identify the areas for the further development of which detailed and/or special plans are to be drawn up and the areas in which objects of architectural, urban or public interest significance are to be planned or designed by means of architectural competitions;
