CUI S00668130362202100004 EUROPEAN TELEMATIC OPEN TENDER FOR THE AWARD OF THE CONCESSION OF THE MANAGEMENT SERVICE OF THE PUBLIC LIGHTING SYSTEMS OF THE MUNICIPALITY OF SAN FELICE SUL PANARO AND THE EXECUTION OF ENERGY EFFICIENCY INTERVENTIONS THROUGH PROJECT FINANCE PROPOSAL.

The object of this contract is the concession of the public lighting service and the implementation of energy efficiency interventions on the public lighting systems of the Municipality of San Felice sul Panaro, financed through project financing, having as its object the following:

• Final and executive design - in accordance with sheets 10 and 11 attached to the minimum Environmental Criteria approved by Ministerial Decree of 28 March 2018 in OJ no. 98 of 28/04/2018, as well as the minimum Environmental Criteria referred to in the Decree of 27 September 2017 of energy efficiency interventions on public lighting systems;

• Realization of the works envisaged in the executive project and in compliance with the provisions of the feasibility study of the redevelopment of public lighting systems including consumption monitoring and control systems, remote management systems and flow regulation, including the preparation of the network necessary for the operation of the services offered and network connectivity to remote management and remote control of the service and the network.

• Management of public lighting systems, including the operation of the systems, maintenance, including periodic verification of the systems and a periodic report of consumption;

• Census or update of at least level 2 - as defined pursuant to the minimum Environmental Criteria approved by DM 28 March 2018 in OJ no. 98 of 28/04/2018 of public lighting systems;

• The supply of electricity to power public lighting systems and possibly to power light signalling systems.

The Services must be provided on all municipally owned lighting points, therefore those owned by third parties are excluded, except for the supply of energy also provided for the latter.

The total amount is Euro 6,186,980.00 plus VAT. This amount was calculated as the sum of the initial annual fee for Public Private Partnership to be paid to the concessionaire by the Authority for the entire duration of the concession (20 years).

In addition to this fee, the concessionaire will be recognized in full any revenues deriving from the marketing on the market of energy efficiency certificates deriving from the redevelopment of the plants, the achievement of which remains at the risk and expense of the successful bidder.

THE ANNUAL FEE BASED ON THE TENDER AS DERIVED FROM THE PROJECT FINANCE PROPOSAL IS DETERMINED AS FOLLOWS:

Annual fee amount based on the tender: Euro 307,724.00 plus VAT

Annual amount of security charges: Euro 1,625.00 plus VAT

Total annual amount of concession fee: Euro 309,349.00 plus VAT

The fee will be paid under the conditions and in the manner provided for in the draft agreement of the approved finance proposal and placed on the basis of the tender

The contracting authority, in order to determine the tender amount, has also identified the labor costs on the basis of the provisions of Article 23, paragraph 16 of Legislative Decree. 50/2016 and subsequent amendments, for a total of Euro 14,861.13 plus VAT / year.

AMOUNT OF INVESTMENT TO BE PAID BY THE CONCESSIONAIRE PROVIDED FOR IN THE PROJECT FINANCE PROPOSAL: Euro 1,155,948.32 plus VAT

AMOUNT WORKS (including security charges): Euro 1,008,975.22 plus VAT, of which €. 981.831,82 for works and €. 27,143.40 for security charges (amount of labor €. 196,366.36)

EXPENDITURE FOR THE PRESENTATION OF THE TECHNICAL PROPOSAL AND FINANCIAL PROCESSING: Euro 25,000.00 plus VAT;

TECHNICAL EXPENSES FOR THE DESIGN AND SUPERVISION OF WORKS, SAFETY COORDINATION, TESTING, ART. 113 DLGS 50/2016, ECC: Euro 30.000,00 plus VAT;

POLICIES AND GUARANTEES: Euro 5.000,00
