The subject of the contract is to perform the function of the Coordinator of Investor's Supervision for the task entitled Construction of the Regional Road Racibórz Pszczyna – completion of the construction of the southern bypass of Rybnik within DW935 in Rybnik. For the construction works specified above, the Investment Contractor will be selected through a public procurement procedure. Detailed requirements and scope of the contract are specified in Annex 10 to the SWZ "Description of the subject of the contract".
1. The investment should be carried out in accordance with the Act of 23 October 2018 on the Government Road Development Fund and the Polish Ład Edition 2 program.
2. The service includes:
1) checking the construction and executive documentation in terms of its consistency with bills of quantities and Technical Specifications for the Execution and Acceptance of Works, as well as indicating deficiencies in the documentation necessary for implementation,
2) providing the Contracting Authority with answers in cooperation with the Designer to inquiries submitted as part of the procedure for the award of a contract for construction works,
3) perform investor's supervision, in accordance with applicable regulations and terms of the agreement, including the provisions of this SWZ,
4) construction management, representing the Contracting Authority,
5) supporting the Contracting Authority in fulfilling its reporting obligations resulting from the procedures for co-financing the project "Construction of the Regional Road Racibórz-Pszczyna" – from external funds,
6) supervision over the implementation of activities related to the promotion of the project "Construction of the Regional Road Racibórz-Pszczyna" which will result from the procedures for co-financing the task from external funds, in close cooperation in this respect with the Contracting Authority,
7) The service also includes the coordination of all activities related to the implementation of the task after their completion and during the warranty period for construction works lasting 120 months.
8) The service also includes providing the Ordering Party with a 5-passenger and 5-door off-road vehicle during the construction period (the Ordering Party allows a 4-door pick-up with a built-in box) with an engine displacement of at least 2000 cm3 and four-wheel drive with a reduction ratio, for off-road driving. The car should be operational, have air conditioning, electric windows and a reversing camera. The car should also be equipped with an orange "rooster" warning light permanently mounted to the roof of the vehicle. The date of manufacture of the car must not be earlier than 2020. The monthly limit of km to drive the car in question is up to 2000 km. The costs of the service should include the purchase or rental of an off-road vehicle, the costs of its AC, OC and NW insurance, the costs of replacing consumable parts, the costs of fuel, oils, windscreen washer fluids, the costs of repairs and washing the car, the costs of summer and winter tires and their replacement with balance.
3. The contractor must provide staff capable of meeting the requirements laid down for the contract. The staff of the Service Provider should include at least:
1) Contract Engineer, who is also a supervision inspector for road works,
2) Engineer - Inspector of supervision for road works,
3) Engineer - Bridge Works Supervision Inspector,
4) Engineer - Inspector of supervision for construction and construction works,
5) Engineer – Inspector supervising water supply and sewage works,
6) Engineer – Inspector of Supervision for Gas Works,
7) Engineer – Inspector of supervision for electrical and power works,
8) Engineer – Inspector of supervision for teletechnical works,
9) Engineer – Geodetic Supervision Inspector,
10) Engineer - Hydrotechnical Supervision Inspector,
11) Technological engineer,
12) Billing Engineer,
(13) Geology or geotechnical specialist
14) Ornithological supervision expert,
15) Expert in chiropterological surveillance,
16) Expert in botanical supervision,
17) Herpetological surveillance expert,
18) Expert in archaeological supervision,
19) Expert in conservation supervision,
20) Person to run the secretariat of the Office of the Coordinator of Investor's Supervision Activities
