Bergen municipality and collaborating partners would like to enter into a framework agreement for paper and plastic products associated with hygiene and cleaning. The estimated volume is given in the tender documentation, point 1.5)
The contract is attached to this competition as Annex 1. The contract includes a list of collaborating partners who will participate in the contract. Furthermore, the contract includes a list of all the requested products in annex 4A- price form.
The competition includes, in Annex 2, a list of all the historical delivery locations in 2017, and an overview of the number of orders placed in 2017. This can be a guideline for the extent of the requested contract.
Annex 3 is special requirements and information on dispensers.
Annex 4 is a draft of a commitment statement that will be relevant to use in cases where a tenderer will rely on other companies to be qualified.
NB: all of the criteria that determine the competition also emphasise conditions such as inclusive work life and environment aspects.
This framework agreement is also for the delivery of paper and plastic products associated with hygiene and cleaning.
The prices are to be fixed in the entire contract period, with the exception of annual index regulations and they must be equivalent to the prices that were offered in the tender.
If products must be changed in the contract period, they must be replaced by products that have equivalent or better quality at an equivalent or lower price.
All products must be delivered to the ordering unit and the offered prices must include all costs, including delivery.
There may be some changes to the participating collaborating parties during the contract period. Some new nursing homes and institutions under construction will be given the opportunity to participate, while others will be rejected. In summary, this will not lead to significant changes in volume or delivery obligations.
Municipalities can also change due to merging or other political decisions.
It is desirable to have a uniform portfolio for paper and dispensers. The chosen tenderer will be obliged to replace the existing dispensers if required, so that all the dispensers are suitable for the offered products. Dispensers cannot be invoiced unless the replacement is due to vandalism, damage or other conditions that the Contracting Authority is responsible for
