Description:

The Contracting Authority wants to enter into a Framework Agreement for the delivery of teaching aids for primary schools, text books, learning materials, literature related to teaching, non-fiction, and digital tools / licences / programmes connected to educational organisations in primary schools.

The following shall also be procured: fiction books, specialised books and books for the school libraries, nursery schools, before and after school care and other of businesses belonging to the Contract Authority. The contract does not apply to the municipalities other public libraries.



The Contracting Authority’s need can be described as follows:

— school books / textbooks for primary schools, including single use books, work books, teaching guides and copyable originals [masters] of these books, exercise booklets, key (answer books) etc., as well as digital and written teaching aids intended as associated additional resources to a textbook,

— specialised books, textbooks, literature and materials for the professional market,

— factual prose, non-fiction, dime novels, books, reference books, reference books, communications books, laws, research reports and the equivalent,

— educational specific materials and mapping tools (not games or art materials) that are made to help the students understand new concepts, and the logic that the concepts are built on and teaching aids that allows for diversity in the provision of learning styles and differentiation, as well as audio books, e-books, electronic content products and digital learning resources.

For primary and secondary schools, the applicable principle is the right to free public primary and secondary school education, cf. the Education Act § 2-15. Supplementary procurements of textbooks, any Procurement of new book sets / textbook series undertaken to fulfil this.

The individual schools have decision making authority in regard to which books and teaching aids shall be used in the schooling. This requires an abundance of textbook series and other learning materials. Tenderers must therefore deliver tender offers on all of the product groups in order to be selected as the service provider to the Contracting Authorities.

The main orders will be placed in May / June and November / December. There is additional need for ongoing supplementary orders, rush orders and review system of school books and a trial period for digital learning materials.
