Description:
Adaptation of the Installation for mechanical and biological treatment of municipal waste in Gwiazdowo on plot No. 370 precinct 0005 to the BAT requirements (best available technologies) through

The planned project entitled adaptation of the mechanical and biological waste treatment installation in Gwiazdowo to the BAT requirements through encapsulation of the hall includes, in particular, the design and modernization of the existing waste sorting plant forming part of the Waste Management Plant – Municipal Installation in Gwiazdowo, in the scope related to the adaptation of the installation in question to the requirements resulting from Commission Implementing Decision (EU) 2018/1147 of 10 August 2018 establishing best available techniques (BAT) conclusions for waste treatment in accordance with Directive 2010/75/EU of the European Parliament and of the Council and the MBP Regulation. The scope of the contract does not include the extension or modernization of the sorting line and will not affect the efficiency of the release of raw material waste contained in the municipal waste stream.

The Contracting Authority expects the Contractor to deliver and install 3 gates with dimensions adapted to the current dimensions of the entrance openings to the hall.

The entrance openings are located on 3 sides of the building and have the following dimensions:

-810x650 cm,

-800x650 cm,

-1 600x650 cm.

The Ordering Party allows to reduce the width of the entrance opening from the south-west (entrance to the unloading part of the hall) from 1,600 cm to 1,200 cm. In this case, the Contractor will be obliged to close the space between the structural elements of the hall and the gate in the reduced opening with corrugated sheet panels with identical parameters and the same color as the existing cladding of the hall façade. The contracting authority allows the narrowing of the entrance gate light only from the south-western corner of the hall (left side looking from the outside of the hall).

The contracting authority requires that, in accordance with the requirements of national law and Commission Implementing Decision (EU) 2018/1147 of 10 August 2018 establishing conclusions on best available techniques (BAT) for waste treatment in accordance with Directive 2010/75/EU of the European Parliament and of the Council, the Contractor uses high-speed doors.

The Ordering Party requires the design and construction of rolling entrance gates in accordance with the requirements set out in:

- Regulation of the Minister of Infrastructure of 12 April 2002 on technical conditions to be met by buildings and their location (consolidated text, Journal of Laws of 2022, item 1225),

-Regulation of the Minister of Climate of 11 September 2020 on detailed requirements for waste storage (Journal of Laws of 2020, item 1742)

and in Polish Standards (or equivalent standards).

Hall ventilation system with dedusting and purification of post-process air

The Contracting Authority requires the Contractor to design and implement an air ventilation system with dedusting.

The exhaust system will be completed with air purification devices – dedusting installation. Selection of equipment and fan system according to the detailed design, the development of which is the duty of the Contractor.

The ventilation system designed and constructed by the Contractor should enable meeting the requirements set out in the BAT conclusions. The Contracting Authority requires the Contractor to deliver and install an installation for purifying post-process air from the hall of mechanical processing (sorting) of municipal waste with the capacity necessary for proper cleaning of the entire exhaust air stream from the sorting hall through the ventilation system,

The air purification installation designed and constructed by the Contractor should enable meeting the requirements set out in the BAT conclusions

The Contracting Authority informs that the sorting hall is not equipped with a water supply system, therefore the Contractor should provide for the use of a possible water supply from a tank designed and constructed by the Contractor
