The goal of the contracting authority is to introduce active tracking devices (GPS-based) for monitoring convicts and arrested persons under operational lease for a period of four years (with the possibility of extending the contract by up to 5 months if necessary).

The contract includes a comprehensive software and hardware solution (incl. rental of commercial software licenses and installation of software and hardware at the location of the supplier), software and hardware maintenance service, user support and training of equipment and software in Estonian for the contracting authority's staff (in Estonia, Tallinn).
