Due to a mix of factors (SDE subsidy, RES ambitions, space), Friesland and the Noordoostpolder regions have a great attraction for sustainable generation, mainly of solar energy (roofs and parks). This has resulted in a large increase in desired return power in Liander's electricity grid and the grid is not suitable for this. There is also rapid economic development, particularly in industry, with a great deal of new demand for electricity.

This leads to the fact that the existing grid is not sufficient for all requested electricity transport and that connected customers are subject to a transport restriction.

In the Liander region Friesland-Noordoostpolder (FNOP) Liander is therefore implementing a very extensive network expansion. It is such that it cannot be absorbed within the normal working processes and capacity of Liander and its contracted Contractors.

The project scope includes the preparation and implementation up to and including delivery to the client and competent authorities. The purchasing requirement consists of the following components on the main lines: active participation in a construction team together with the client for the purpose of designing and preparing the various sub-projects selected by the client. A more specified description of the tasks associated with this assignment is included in the “Overarching Construction Team Agreement”.

— The realisation of these sub-projects on the basis of the result of the construction team phase, provided that agreement has been reached between the contractor and the client on, inter alia, the price and execution is formalised in a contract for acceptance. This assignment includes everything necessary to realize the project in accordance with standard working methods based on the UAV 2012,

— The subprojects which will be developed in a construction team and then have to be realised include the installation of 10 and 20 kV cables including the connection to the newly installed compact stations. These connections are connected 'cold' where possible to assess the impact on capacity of scarce certified employees. The environment/location where this work is carried out is located both inside and outside urban areas. All the excavation work required for this installation as well as the necessary drilling operations are part of the scope.
