The object of the order is: Design and construction of the expressway S19 Białystok — Lubartów, Kock (beginning of the bypass) - Lubartów in the “Lubartów Północ”, from 1 Bypass Kock and Wola Skromowska (addition of the second roadway), approximately 7.839 km.

The order consists in the execution of design work, the execution of construction works in the field of: addition of the second carriageway of the expressway, correction of the connectors “Kock North” and “Kock South”, construction of additional roadway, construction of paving lanes of the area for maintenance of the expressway, facilities engineering, extension of culverts, construction of pedestrian crossings, construction and reconstruction of: road body drainage system, sanitary, water supply, telecommunications and energy system, construction of traffic management system, partial reconstruction of road fence, demolition works and preparation of documentation and obtaining the required decisions allowing proper use of the road.
