The city of Hamm (client) is proposing cooperation to implement the action plan for the integration of South-Eastern European immigrants across Europe in order to implement the municipal strategy “Promoting integration of EU2 immigration”.
The contractor implements the concept with a team consisting of a main key figure (1.0 FTE) and key figures (6.0 FTE) within the framework of the regular and project structure of the municipal strategy "Integration Promotion EU2 Immigration" under the strategic leadership of the client. The focus of the key figures is on Bulgarian immigrants, with work in the Romanian area to be implemented with at least 0.5 to 1 FTE. The project coordination must be filled with a position share of 0.5 FTEs.
Objective:
The aim of the project is to enable immigrants from south-eastern Europe (Romania and Bulgaria) living in Hamm to actively participate in the social, social, cultural and political life of the city of Hamm.
To this end, access must be created on the basis of low-threshold, partly social work services, from which immigrants and the host society should benefit, especially in the areas of education, health, language, housing and work.
These aspects are of central importance for the incoming population. From the client's point of view, access to the education system for school-age children, but also for small children to kindergarten, as well as by parents for training and further education, must be considered by the contractor. The other aspects play a special role in providing immigrants with opportunities to live their lives independently and on their own responsibility. In addition to language skills, this also requires knowledge of different systems in Germany, including German healthcare, the labor market, housing situation and local social services, which must be provided by the contractor. Active interface management between clients, contractors and other local actors on site is required.
The tasks are described in detail in the terms of reference.
