The LZN is responsible for the procurement of goods and services for the direct state administration of Lower Saxony (see Section 2 of the operating instructions of the LZN). With the consent of its supervisory authority, the LZN may assume further tasks for public service providers within and outside the state administration of Lower Saxony, as well as for companies governed by private law with full ownership of the public authorities (see Section 3 of the User's Guide)
Under this responsibility, the contract includes the conclusion of a framework agreement with a company (Section 21 VgV) for the supply of hand-held laser speedometers for the police of Lower Saxony. The devices are required for public traffic monitoring for speed control in road traffic, partly as a replacement for existing handheld laser measuring instruments, as well as for new acquisitions.
After the award of the contract, the items are placed in the LZN web shop and are retrieved as online orders in an indefinite number of individual releases.

The contract is expected to start on 1 September 2021.
The order volume envisaged has been determined and described by the LZN as precisely as possible. However, a final determination is neither possible nor necessary due to the nature of the procurement, in particular because of the unpredictable purchase/retrieval behaviour (§ 21 para. 1 sentence 2 VgV). The procurement volume mentioned here is subject to considerable fluctuations due to non-calculable requirements of the customers of the LZN — police departments of the direct state administration of Lower Saxony — with the result that only a rough calculation can be specified. Thus, this volume is only a prediction and an indication of the preparation and calculation of quotations and does not constitute an acceptance obligation of the customer.
