The acquisition is divided into three subdivisions:
1. Maintenance ventilation work
2. Maintenance heat, plumbing and sewerage work
3. Maintenance construction work
The maintenance work of the City of Vantaa's buildings is divided into three operating models:
1. Work performed by Vantti Oy, a subsidiary owned by the City of Vantaa
2. Work subject to competitive tendering and turnkey projects
3. Assignments of less than EUR 60 000 commissioned by means of framework agreements to complement the above;
This tendering process concerns operating model three (3). The commissioned work is mainly maintained by Facility Management
building maintenance or contracting work lasting from a few hours to a few weeks.

Maintenance ventilation workThe City of Vantaa's Facilities Management organises a tender for maintenance ventilation work as hourly calculation work in accordance with this invitation to tender and its appendices.
The contractor will not commit to specific orders or purchases during the contract period as the amount of work to be done is not known in advance. Tasks are not identified.
The Client reserves the right, in exceptional cases, to tender for certain specific individual items as a separate procurement, for example if the service model of the item includes the work in question.
The work ordered is mainly maintenance or contracting work on properties maintained by the facility management, the duration of which varies from a few hours to a few weeks. Work orders may also include supplies and other services related to the performance of work.
The contractor acts as the main contractor and is responsible for the safety of the site as well as the construction contractor's obligations under the Civil Liability Act and the taxpayer's information obligation.
On the basis of the call for tenders, a framework agreement shall be concluded between the six (6) suppliers who have submitted the most economically advantageous tender.
The contractor submitting the most economically advantageous tender will be selected as the primary supplier of the framework agreement for the area of Eastern Vantaa and the second placed one
the bidder will be designated as the preferred supplier for West Vantaa.
Of the tenderers who submitted the most economically advantageous bid, the contractors ranked 3–6 operate in positions 2–5 in the order of priority of the order practice for the entire Vantaa area, in accordance with their ranking. Preferred vendors are not included in the order of priority of the second region. The regional division is presented in Annex 2.
Work with an estimated cost of less than EUR 14,000 is ordered from suppliers in order of priority. The subscriber sends a cost and hourly estimate inquiry to the preferred vendor. The vendor has the next 2 business days to respond to the survey. If
The primary vendor is unable to receive the job, the inquiry is sent in order of priority to another vendor. If the runner-up is unable to accept the job, the questionnaire will be sent to the next runners-up in order of priority according to the framework agreement.
Assignments with an estimated cost of EUR 14,000–60,000 will be put out to tender with a lighter competitive bidding process (so-called mini-tendering). The Client sends an inquiry and information about the available work by e-mail to all suppliers involved in the framework agreement. In addition to the price/hourly estimate, the selection can also be based on quality factors, such as schedule, the supplier's resources or the supplier's special expertise.
