The City of Kotka (contracting entity, customer) will request your offer for a new vehicle package for library car use for use by the Kotka City Library in accordance with the invitation to tender and its annexes.
The procurement contract will be concluded with one (1) supplier, who will be responsible for the design of the library car complex, the purchase of a diesel-powered chassis, the manufacture of superstructures and the delivery of the library car package ready for use to the client.
Kotka City Library acquires a new, diesel-powered library car. The library car's network of about 80 stops throughout the city, both in urban areas and sparsely populated areas, serves daycare centres, schools and adult customers in Kotka in two shifts every day. Most of the operating hours of the car take place at the stops with customer service. The car travels about 25,000 kilometers annually. According to the current schedule included in the tender documents, the longest daytime driving distance is 210 km.
The library car to be purchased must operate in every way in Finland's climatic conditions, and it must be taken into account both in the design of the bodywork, in the selection of materials and equipment, and in the installation work. The safety and working conditions of the library car's personnel must be taken into account in the design and implementation of structures and equipment. The library car operates in the yards of schools and kindergartens, as well as on gravel roads and other, sometimes difficult environments.
The essential features of the library car are the amount of flat floor area suitable for library use and a sufficient internal height of at least 2.0 m. In a library car, the service must be accessible and smooth, and the process of working in the library must also be taken into account when designing the car.
The supplier is responsible for ensuring that the vehicle complies with the minimum requirements set out in the invitation to tender and that it can be registered and inspected for road use as a library car.
The supplier of the library car complex must have at least one service office in Finland. Alternatively, maintenance can be mobile and take place on site at Kirkkokatu 24, 48100 Kotka.
