Leeds Bradford Airport Limited (the Airport) is seeking to procure a minimum of 2 and maximum of 3 Standard 3 Explosive Detection Systems (EDS) machines for Hold Baggage Screening (HBS), which satisfy the Airport's requirements under EU Regulation 185/2010.
This procurement includes the design, manufacture, supply, delivery, integration, commissioning and testing of certified ECAC EDS machines, together with workstations, associated hardware, firmware, software and network infrastructure for the centralised monitoring of bag images. The machines are required for processing in-gauge baggage and must have a minimum throughput of 1 000 bags per hour.
In order to meet the deadline required under EU Regulation 185/2010 of 1.9.2018, the Airport currently envisages the machines being delivered on-site by October 2017. Prospective bidders are asked to consider whether they can achieve this deadline before tendering, as the Airport requires strict adherence to these time-scales.
The Airport may, as part of this procurement, separately award an operational maintenance and support services agreement in respect of these machines to the same supplier. Alternatively, this arrangement may be procured by way of an entirely separate and distinct process. Further information in this regard will be set out in the procurement documents.
