The award of lots 2 and 3 depends on the tenders. In principle, the contracting authority wants to purchase two vehicles from lot 3. If no tenders for lot 3 are received or if the available budget is not sufficient, the contracting authority chooses to purchase one or two vehicles from lot 2 (if this is appropriate within the available budget).
