The Area development, environmental planning and projects (GOP) department carries out integrated planning processes in function of, among other things, drawing up regional spatial implementation plans. Environmental assessments are carried out within these processes. Performing environmental assessments requires expertise, for which the GOP department wishes to approach external agencies.
This contract consists of two lots:
- lot 1: drawing up environmental assessments,
- lot 2: pool of scoping experts.
Preparation of environmental assessmentsThe subject of this contract is a framework agreement between the contracting authority and coordinators and teams of experts for the preparation of (parts of) an environmental assessment according to the methodology described above (in the general part) with regard to scoping, which can be used to determine the integrated planning process. and which contains sufficient elements of the environmental assessment to be used in a policy decision and to enable a GRUP on the area concerned.
Pool of scoping expertsIn function of this integration and a targeted scoping of the research in the RUP and the application of the methodology outlined (general part), the GOP department - environmental planning department wants to be assisted by a pool of external experts. These experts will assist the various planning teams and in particular the spatial planner of the department. The external expert will provide support in determining the plan objectives, plan intention, plan interventions and instruments to be deployed. In addition, the expert will also determine and design the scoping of the environmental assessment together with the engineering office that will be responsible for the environmental assessment (contractor lot 1 or, in case of taking over the right of initiative, the contractor in relation to environmental assessment).
