The tenderer must have a high level of competence in the disciplines that are relevant for waste water treatment, operation and treatment plants, engineering design of new installations and project management. Support on the existing process control system is covered by a separate framework agreement and are excluded from this framework agreement. The framework agreement shall be carried out by offered personnel, and only with exception can sub-contractors be used, and then only in areas that are not central in the delivery, cfr. PPR [FOA] § 19-2, no. 2.

In some circumstances the work will involve being on site at the treatment plant at Høyungsletta 19, Vinterbro.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing the assignment in accordance with the PPR §19-4, but finds that it is not appropriate for this procurement.

The contract value is estimated to be above the EEA threshold value. The need is uncertain. The historical figure for procured products and services is NOK 1,000,000 - 5,000,000 excluding VAT per annum. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

The maximum value including possible options and expected price increases: NOK 45,000,000 excluding VAT.

Framework agreement

The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms. See point 3 in the procurement documentation.

The contracting authority will enter into a contract with one or more tenderers as deemed suitable by the contracting authority.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
