The Combined Fire Authority (CFA) of Hampshire Fire and Rescue Service (HFRS) and the Isle of Wight Fire and Rescue Service (IWFRS), require an availability and training competency management software solution, which will support the effective and efficient management of firefighting personnel and appliances when operational as well as the management of their training needs and competency levels. The ‘Availability’ element of the solution will provide real-time management information on the availability of each firefighter and appliance, and the ‘Training/competency’ element will record the individual's skill and competency level. Both these elements are to be fully integrated, so that the tool allocates the correctly trained and available resources to any incident. It is anticipated that the solution will be Hosted ‘Off-premise’. Proposals from suppliers of an integrated tool which contains both these elements, and also consortium bids from suppliers of products containing one or other of these elements, will be considered. Consortium proposals must be headed by only one supplier, who must be responsible for integrating both components into one fully functioning tool. The tool must also be compatible with the client's SAP Finance system, and vision command and control System.
