COMPETITIVE PROCEDURE WITH NEGOTIATION FOR A PUBLIC ALERT AND INFORMATION SYSTEM (SAIP)

This contract concerns the provision to the Belgian federal authorities in charge of crisis management, of a Population Alert and Information System (SAIP), which is at the same time efficient, efficient, integrated and scalable. This project is called within the FPS Interior, under the term “BE-ALERT” .Through the use of several combined communication channels, the BE-ALERT system will allow Mayors, Governors and Minister of the Interior to warn safely, quickly and effectively the population directly concerned by an emergency situation.

Through the use of several combined communication channels, the BE-ALERT system will enable Mayors, Governors and Minister of the Interior to warn in a safe, rapid and effective manner the population directly affected by an emergency situation.

The implementation of this solution will be justified by each circumstance within the framework of the Royal Decree of 22 May 2019 on emergency planning and emergency management at the municipal and provincial level and the role of mayors and provincial governors in the event of events and crisis situations requiring coordination. or management at the national level. However, the authorities will be able to disseminate other types of messages (messages of general interest) according to the conditions described in these special specifications.

A central market is set up, with the organizing power playing the role of pilot for various non-pilot partner authorities, such as:

• other federal administrations and state services;

• jurisdictions at levels other than the federal level;

• the Chamber and the Senate, the Court of Auditors;

• the Constitutional Court, the Council of State;

• special bodies of the state;

• integrated policing, structured at two levels;

• federal public law corporations.

For the purposes of this Act, “person governed by federal public law” means any legal person created specifically to satisfy needs in the general interest of a nature essentially other than industrial or commercial, including:

• either the activity is financed predominantly by the federal state or other federal public law legal entities;

• management is subject to control by the latter;

• either the administrative, managerial or supervisory body is composed of members, more than half of whom are appointed by the federal State or other federal public law legal entities.

The procedure chosen is that of the competitive procedure with negotiation. The National Crisis Centre functions as the directing contracting authority of the central purchasing authority for the various non-governing powers mentioned above.

The solution will have to offer in a transparent and fully integrated way an alert management application and connectivity with the various communication channels linked to this application. The solution must provide its users with secure access through the use of a non-dedicated computer, equipped with a browser and an internet connection.

The method of provision is of the “Software-as-a-Service (S-a-a-s)” type, guaranteed by a service contract. The customer can benefit from application services that can be adapted to their needs without worrying about functional technical detail.

It is a price list market (Royal Decree of 18 April 2017, art. 2,4°).

All options presented in the tenderer's offer will have to be accompanied by an associated quotation. These mandatory options are included in Part IV. Inventory.

The mandatory options (additional services) provided for in these special specifications will be presented by the tenderer, under penalty of irregularity in his offer. These mandatory options are taken into account when benchmarking offers. The contracting authority reserves the right not to order these options.

When a service requested as a mandatory option is originally scheduled on the standard service, the bidder will explicitly mention this in its offer. If the contracting authority decides not to order this option, it will not be possible to incur an additional cost.

The offer may be declared irregular if the identification of the mandatory option (s) is not consistent with that described in the options listed in the inventory table in Part IV. Inventory.

For the award of the public contract, the contracting authority will choose the competitive procedure with negotiation.

This market consists of a single package to ensure effective collaboration between the various functionalities as a whole that is as optimal and efficient as possible, to provide the best possible delivery of a qualitative “end-to-end” service and to ensure consistency between different levels of users and types of use.
