RATIONALE

The consultancy tasks consist of the construction, site supervision and planning tasks of the City of Pieksämäki's maintenance work, small investment projects, and needs and project plans, to a extent to be agreed separately for each site, on an hourly basis on an hourly basis. Other types of competitive tendering may also be organised between the framework contract partners.

All units of the City Group, as well as companies, may order the consultancy services described in this program. The exact total value of the work to be ordered is not known in advance.

During the contract period, the aim is to place orders primarily between the framework contract partners, but the customer does not commit to any order or purchase volumes. Furthermore, that framework agreement shall not oblige the subscriber to procure the services covered by that framework agreement solely through that framework agreement.

The orders take into account previous experience, special expertise, the resources of the presented consultants and the suitability of each consultant to handle the assignment in question. When ordering work, the client assesses, among other things, the compliance of the contractual partner's reference work with the content of the procurement, as well as the requirements of the authorities in the performance of their duties.

When the estimated value of a procurement based on a framework agreement is below or exceeds the national threshold referred to in the Act on Public Procurement and Concession Contracts, what is stated in the Pieksämäki small-scale procurement guidelines in force at the time of publication of the invitation to tender shall be applied.

The projects are located in the area of the city of Pieksämäki. Travel and accommodation costs and the time spent on them are included in the hourly rates. The targets may include, for example, public administrative and office premises, day-care centres, schools, health care facilities, cultural, sports and youth services facilities owned or rented by the City, or the premises of group companies (e.g. premises or properties used by Pieksämäki Water).

For the most part, expert work can be carried out elsewhere than in the premises that are the subject of the procurement, but the client has the right to require the contractor's site visit to the projects if the client considers that the performance of the task in question requires it.

The framework agreement will be concluded for the years 2023–2024 and it is possible to extend the agreement as options for 2025 and 2026. The exercise of the options will be decided separately by the end of 2024 and 2025.

PROJECT TIMETABLES

The timetables for the different tasks are agreed with the technical action managers involved in the project jointly on a project-by-project basis. Consultants are required to follow the agreed schedule.

Principal and architectural design (ARK)

SUBDIVISION 1. Main and architectural design

Project managers assigned to the tasks of main and architectural design must have experience in the duties of the chief designer in both new and renovation projects. Before the project starts, the client's representative checks the eligibility requirements of the chief designer for the project in question. The eligibility requirements are determined by site in accordance with the Land Use and Building Act.

The duties of the chief designer and architectural designer include, where applicable, the tasks according to the Master Design task list PS18 (RT 103254) and architectural design task list ARK 18 (RT 103253), as applicable. In some projects, the tasks also include, to a small extent, acoustics design AKU 18 (RT 103190), interior design SIS12 (RT 10-11192), as well as green design and fire engineering design. The more detailed scope of the tasks and any additional tasks are determined by separate agreement on a project-by-project basis.

The project planners are the most suitable designers in relation to the requirements of the site.

In their offer, the tenderer will provide an hourly rate and return the completed personal data form.

Condition assessments and condition studies

Subdivision 10. Condition assessments and condition studies

The tasks of condition mapping and condition assessment include the preparation of research reports and field studies in various buildings. Assessments and studies may also include studies and evaluations of technical building systems.

Studies are carried out in the scopes required for the sites.

The costs of examining material samples related to the studies will be reimbursed separately in accordance with the laboratory price list.

Normal material sample collection and structural openings carried out in connection with examinations are included in the hourly rate given (wood and board structures, surface structures in general).

The structural openings of concrete structures and the collection costs of material samples are agreed separately with the client (e.g. diamond drilling). Structural repairs carried out after sampling the materials of the buildings in use are agreed separately with the client.

Rakennesuunnittelu (RAK)

SUBDIVISION 2. Structural design

The project managers appointed to the tasks of structural engineering must have experience in both new and renovation projects. The eligibility requirements are determined by site in accordance with the Land Use and Building Act.

The duties of a structural designer include tasks according to the RAK18 structural design task list (RT 103087). The more detailed scope of the tasks and any additional tasks are determined by separate agreement on a project-by-project basis.

The project planners are the most suitable designers in relation to the requirements of the site.

In their offer, the tenderer will provide an hourly rate and return the completed personal data form.

HVAC design

Subdivision 3. HVAC design

Project managers assigned to HVAC design tasks must have experience in both new and renovation projects. The eligibility requirements are determined by site in accordance with the Land Use and Building Act.

The task of HVAC design includes tasks according to the TATE18 task list (RT 10-11291). The more detailed scope of the tasks and any additional tasks are determined by separate agreement on a project-by-project basis.

The project planners are the most suitable designers in relation to the requirements of the site.

Electrical engineering

Subdivision 4. Electrical design

Project managers appointed to electrical design tasks must have experience in both new and renovation projects. The eligibility requirements are determined by site in accordance with the Land Use and Building Act.

The task of electrical design includes tasks according to the TATE18 task list (RT 10-11290). The more detailed scope of the tasks and any additional tasks are determined by separate agreement on a project-by-project basis.

The project planners are the most suitable designers in relation to the requirements of the site.

In their offer, the tenderer will provide an hourly rate and return the completed personal data form.

Pohjarakennesuunnittelu (GEO)

Subdivision 5. Floor structure design (GEO)

Project managers assigned to geo-engineering tasks must have experience in both new and renovation projects. The eligibility requirements are determined by site in accordance with the Land Use and Building Act.

Ground structure design includes tasks according to geotechnical design task list GEO18 (RT 103032). The more detailed scope of the tasks and any additional tasks are determined by separate agreement on a project-by-project basis.

The project planners are the most suitable designers in relation to the requirements of the site.

The client commissions the fieldwork of ground surveys and measurements as a separate procurement for each project, and the design office provides a unit price list of these works as an attachment to the tender.

Construction management and site supervision

Subdivision 6. Construction management and site supervision

The task of a construction consultant includes the tasks according to the Project Management and Construction Task List HJR18 (RT 10-11284) to an extent to be agreed on a project-by-project basis, as well as the tasks according to the site supervision task list for building construction work (RT 103171) to an extent to be agreed on a project-by-project basis.

HVAC supervision and construction management

Subdivision 7. HVAC supervision and construction management

The task of a developer consultant includes the supervision of building services work (RT 103172) In accordance with the site supervision task list for building services work, to an extent to be agreed upon on a project-by-project basis.

The purpose of site supervision of building services (TATE) work is to monitor the implementation, quality, occupational safety, and temporal and economic implementation of the building services systems at the construction site in accordance with the contract.

The purpose of site supervision of TATE works is to act proactively to protect the interests of the developer. The area of responsibility includes the tasks of HVAC supervision and possibly the work of a security coordinator.

Supervision of electrical work and construction management

Subdivision 8. Supervision of electrical work and construction management

The task of a developer consultant includes the supervision of building services work (RT 103172) In accordance with the site supervision task list for building services work, to an extent to be agreed upon on a project-by-project basis.

The purpose of site supervision of building services (TATE) work is to monitor the implementation, quality, occupational safety, and temporal and economic implementation of the building services systems at the construction site in accordance with the contract.

The purpose of site supervision of TATE works is to act proactively to protect the interests of the developer. The area of responsibility includes the tasks of electrical control and possibly the work of a safety coordinator.

AHA-kartoitukset

Subdivision 9. AHA surveys

The tasks of AHA surveys include the preparation of AHA surveys and field studies in various buildings. Studies are carried out in the scopes required for the sites. Research work and reporting are based on RT cards; HARMFUL SUBSTANCES IN BUILDINGS - Client's guideline RT 103500 and HARMFUL SUBSTANCES IN BUILDINGS - Researcher's guideline RT 103501 the criteria presented in the surveys of buildings.

The costs of examining material samples related to the studies will be reimbursed separately in accordance with the laboratory price list.
