The project will be offered as a total tender of a total advisor agreement, a total contract and a cooperation agreement. The background is that the BOSJ wants to implement the project in close and equal cooperation between a total advisor, a total contractor and the BOSJ.

Therefore, BOSJ provides a collaborative model in which design and execution are conducted in the same way as in a two-phase cooperation agreement based on APP Project development. However, in order to ensure a continuous and obligatory vote of the progress of cooperation as provided, the cooperation phase is divided into a number of periods.

Upon completion of the collaborative phase, the project is expected to transition to project and execution in total contract. Therefore, at the end of the cooperative phase, BOSJ expects to transfer the 09.Total Adviser Agreement to the total contractor so that the total advisor will become an advisor to the Comprehensive Contractor.

Because this is a total tender, the total advisor and contractor must apply together to be pre-qualified as one team. Similarly, the pre-qualified teams make one overall offer on the task.

The tender is conducted as a competitive dialogue under the rules of Section 67-72 of the Procurement Act, as the BOSJ wishes to involve interested bidders in a dialogue on the proposed cooperation model.
