The Carbon-neutral Circular Economy -theme area at Sitra aims to support the transition towards a carbon-neutral circular economy based on the principles of one planet living. Sitra seeks to create the conditions for a carbon-neutral circular economy and for business operations supporting this goal. In this context climate change prevention and adaptation are key issues, calling for systemic change and long-term action. The services of external specialist team are purchased in order to involve best possible expertise in producing a comprehensive analysis of the costs and greenhouse gas abatement potentials of different measures available for Finland to reduce greenhouse gas emissions. In the first phase of the analysis, the focus should be on developing and presenting the full picture of Finland’s current and projected emissions. In the second phase of the analysis the focus should be on mapping out and evaluating the measures for reducing emissions, and as a key output of the analysis a marginal abatement cost curve illustrating the costs and abatement potentials related to the selected measures should be presented. The target year for the analysis is 2030, with emissions, abatement potential and costs projected to the target year. A final report should be developed to explain the analysis and methodology and to present the key findings of the work. The service provider is expected to prepare for and deliver 1-2 presentations in Finland to present the final results in public.
